She advised that if there were no rate changes in 2013, expenses would exceed <br />revenue and stated that a residential customer using 10,000 gallons quarterly would see an <br />increase of approximately $1.95 or 2.48%. <br />Councilmember Gray stated that the rate adjustment is intended to better align the City's <br />expenses incurred in providing water as well as to encourage conservation. <br />8 Mayor Faust stated the City Council will review its utility rates each year to ensure equitable <br />9 sharing of costs, adding that the quarterly increase of $1.95 is less than $8 per year. <br />10 <br />11 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 13- <br />12 034; a Resolution Setting the Sewer, Water, Irrigation Rates and the Charges for Storm Water <br />13 Rates for the 2013 Utility Billing Cycle. <br />14 <br />15 Motion carried unanimously. <br />16 <br />17 C. St. Anthony Administration Annual Report. Mark Casey,Cit.y, Manager presenting_. <br />18 <br />19 City Manager Casey presented the 2012 Administration Department annual report and thanked <br />20 Barbara Suciu and Kelsey Johnson for their assistance in preparing the report. He stated the <br />21 Administration Department annual report is intended to provide a comprehensive look at the <br />22 operations of the City and the report will be available on the website and at City Hall. He <br />23 presented information regarding the number of resolutions and ordinances adopted by the City <br />24 Council and HRA in 2012. He discussed the City's various communications and stated one of <br />25 the main areas of focus is the website, which now includes a sustainability page. He advised that <br />26 the 2012 elections had a 17% turnout for the primary election and an 87% turnout for the general <br />27 election. He stated the City has created a strong relationship with Greater MSP and implemented <br />28 the Open to Business program in 2013. He stated the Legacy senior living facility is being built <br />29 on the Autumn Woods campus and the City had five new businesses open in 2012. He reviewed <br />30 the City's licensing and permit functions stating the City issued 272 building permits in 2012 <br />31 with a combined value of over $13 million. Ile indicated the City began using a consulting <br />32 planner in 2012 and Planner Kelsey Johnson presented a cost reimbursement plan for adoption <br />33 by the City Council intended to pass direct costs back to the applicant. He stated the Planning <br />34 Commission held nine meetings in 2012 and heard six variance requests and one CUP request. <br />35 He stated the City has strong community affiliations with a wide range of organizations and the <br />36 City also works with the Historical Society and enjoys a Sister City relationship with Salo, <br />37 Finland. He discussed the City's sustainability efforts which included amending the City's <br />38 mission statement to add the word "sustainable" and stated the City was one of four cities to <br />39 receive a GreenStep 3 award. He stated the City is part of the Regional Indicators Initiative that <br />40 measures the City's carbon footprint and the City held a workshop series with the University of <br />41 Minnesota on sustainability. He indicated that as part of the City's reorganization, the human <br />42 resources function was moved to a consulting position with services provided by Schawn <br />43 Johnson from New Brighton. He stated the City conducted an organizational assessment in 2012 <br />44 to make sure the City is using its resources in the most appropriate manner and also participated <br />45 in a compensation study, revitalized the safety committee, and created an insurance benefits <br />46 committee. He stated the employee recognition committee presented its inaugural <br />47 S.E.R.V.I.C.E. award in 2013 to a public works employee. IIe stated that the City made <br />
