Based on these discussions, a Resolution has <br />been prepared for your consideration petitioning the RCWD to establish a phased Basic Water <br />Management Project. "chis Petition allows RCWD to undertake the following phased approach to the <br />July 2011 flood event: <br />Phase 1: Identify and analyze current conditions, challenges and opportunities related to <br />stormwater management and flood damage within the Cities and make recommendations for <br />actions likely to address comprehensive stormwater management and flood damage issues <br />within the Cities and those downstream areas affected by stormwater runoff including Pike <br />and Long Lake; <br />Phase 2: Develop a regional, comprehensive stormwater management and flood damage <br />reduction plan, to include water quality features, which identifies capital improvements and <br />other actions to be undertaken by the Cities and the Rice Creek Watershed District; <br />Phase 3: Develop implementation timelines and priorities, costs allocations and revenue <br />generation methods for both implementation and long term maintenance of capital <br />improvements and water quality features; <br />Phase 4: hnplement one or more of the project components identified in Phase 2 as a <br />coordinated series of capital improvements by the Cities and the Rice Creek Watershed <br />District; <br />The attached petition is limited to the actions set forth in Phase 1 above until such time as the Cities, <br />individually orjointly, amend this petition to proceed with subsequent actions contained in Phases 2 - <br />4. <br />New Brighton and St. Anthony request that the Rice Creek Watershed District initiate a phased <br />petition approach, by directing its engineer to evaluate the Cities' 2011 Flood Reports and further <br />identify stormwater management, flood damage reduction and water quality opportunities to be <br />St. Cloud • Minneapolis • St. Paul <br />Equal Opportunity Employer <br />wsbeng.com <br />KzIMN.4WManaaoa—I.d—aan h—, 071111,1- <br />1.9 <br />
