Phase 1 actions may <br />include but are not limited to: <br />a. Confirming of the study area; <br />b. Establishing project goals and objectives; <br />c. Establishing design criteria and standards; <br />d. Reviewing the WSB reports and identify modeling approach and process needed for more <br />detailed investigation; <br />e. Developing concepts for BMPs / projects and agreement on what will be looked at in more <br />detail in subsequent phases; <br />f. Identifying detailed processes, including permitting, regulatory issues, and relevant local <br />approval processes. <br />The RCWD has limited funding available for this project and requested the City bring forth a petition <br />for this project. This petition will compel the RCWD to consider this project and identify a finding <br />source such as a district wide levy. The Cities request, as part of their petition, that the Rice Creek <br />Watershed District exercise it full authorities for generating revenues for the implementation of the <br />petitioned project. <br />This petition is authorized by resolutions of each of the City Councils authorizing their respective <br />Mayors and City Managers to sign and submit this petition as the action of each City. <br />The phased approach will build on the Flood Investigation completed by WSB & Associates, Inc. <br />Some of these options under consideration related to St. Anthony may include: <br />1. Construct new outlet and increase flood storage in Mirror Lake <br />2. Reconfigure County Road D storm sewer to drain Mirror Lake <br />3. Increase storm sewer capacity in County Ditch No. 2 leaving St. Anthony <br />4. Install backflow preventer at Foss Road (completed 2012) <br />5.
