Results: <br />Operations: <br />• City staff have received numerous positive comments about the system. <br />• Driver compliance in yielding the right of way to pedestrians using the crosswalk <br />has increased by 12 % bringing compliance near 100%. <br />• Percentage of Jaywalkers has dropped <br />• Percentage of conflicts has decreased (this includes, both waiting conflicts as <br />well as vehicle not yielding the right of way. <br />Maintenance: aside from the initial re-aiming of the LED signs, no additional <br />maintenance has been required of the system. The system handled the snowy <br />Minnesota weather well and has not had power issues in recent electrical storms. <br />Recommendations to improve the project: It is important to do community outreach to <br />educate residents on the system. Because the system looked similar to what was in- <br />place prior to installation, some residents were unaware that it was there during the <br />initial operational period. <br />Implementation: A pedestrian activated in-pavement LED system was installed on <br />Silver Lake Road at the Mid-block crossing of 34 th Ave NE in September 2012. <br />Construction <br />Initial construction took three working days: <br />Day 1: concrete work and conduit boring <br />Days 2-3: system installation with on-site support from the vendor. <br />2 weeks later: the blinker LED's were realigned to optimize the LED brightness for <br />drivers. This work was performed with ease by City Maintenance staff with support of <br />the engineer and vendor. <br />During Construction, City Maintenance were invited to the site and taught about the <br />system and the maintenance requirements. They were also consulted during the design <br />and installation process on items such as post locations to avoid conflicts with sidewalk <br />plowing operations. <br />Design and Implementation Considerations: <br />Warranty -since this is a technology that the city had no experience with, it was <br />important to purchase a comprehensive warranty as part of the package <br />Installation Support -it was important that on the first installation, staff received on-site <br />support from the vendor to learn how to properly install the in-pavement LED's. <br />Disturbances to Residents <br />During Construction-the quick construction and defined working hours minimized <br />impact on the residents located next to the site, there was also limited times that <br />lane closures were allowed. <br />During Operation -City staff did not want a system that would flash into the <br />windows of residents and cause frustration to them. <br />Maintenance Operations <br />Durability in Minnesota Climate -all research indicated that with proper <br />installation, the system should not be negatively impacted by plowing or winter <br />conditions. The research included discussion with owners of similar systems <br />Specialized skills -if specialized skills are required, we made an effort to include <br />maintenance staff and teach them about the system operation and maintenance. <br />Operational Costs -the system was designed to use and existing City power source. <br />37
