INTRODUCTION 2.1 Authorization On June 25, 2013, the St. Anthony Village City Council authorized the preparation of an engineering Feasibility Report for the 2014 Street and Utility Improvement Project. This project was authorized under City of St. Anthony Village Resolution 13-049. 2.2 Scope The proposed project consists of reconstructing following roadways: Edgemere Avenue from Penrod Lane to Chelmsford Lane Wendhurst Avenue from Penrod Lane to Chelmsford Lane Penrod Lane from 36°i Avenue NE to 37°' Avenue NE (Co. Rd. 93) Proposed utility improvements include sanitary and water main replacement inclusive of services, replacement of all hydrants, water valves, and manholes that do not meet current City standards, and new storm sewer facilities. As part of this study, additional areas were reviewed for reconstruction to analyze the project savings related to economies of scale and the current low bonding rates. The additional improvements examined in this report were separated into two alternate reconstruction options consisting of the following roadways: Alternate I 36°i Avenue NE from Penrod Lane to Chelmsford Lane Chelmsford Lane from 36°i Avenue NE to 37°' Avenue NE (Co. Rd. 93) Alternate 2 • 36°i Avenue NE from Silver Lake Road (Co.
