Discussion, and Possible Action on All of the following items: Approval of the March 11, 2014, City Council Meeting Agenda. (action requested.) II. Proclamations and Recognitions. A. Presentation of the '2013 Spirit of St. Anthony' Award. Tom Sullivan, 2012 Spirit of St. Anthony Award Recipient. (pp. 1-2) III. Consent Agenda. These items are considered routine and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember or citizen so requests, in which the item will be removed from the Consent Agenda and placed elsewhere on the agenda. A. Approval of February 25, 2014, Council Meeting Minutes. (pp. 3-8) B. Licenses and Permits. (pp. 9-10) C. Claims. (pp. 11-14) IV. Public Hearing. None. V. Reports from Commission and Staff. None. VI. General Business of Council. A. Presentation of the 2014 Strategic Plan. City Manager Casey will be presenting. (motion to accept) (pp. 15-16 & Booklet 1) B. 2013 Fire Department Annual Report. Chief Sitarz will be presenting. (pp. 17-24 & Booklet 2) C. 2013 Public Works Department Annual Report. Public Works Director Hartman will be presenting. (pp. 25-40 & Booklet 3) VII. Reports from City Manager and Council members. VIII. Community Forum. Individuals may address the City Council about any item not included on the regular agenda. Speakers are requested to come to the podium, sign their name and address on the form at the podium, state their name and address for the Clerk's record, and limit their remarks to five minutes. Generally, the City Council will not take official action on items discussed at this time, but may typically refer the matter to staff for ofuture report or direct the matter to be scheduled on an upcoming agenda.
