City of Falcon Heights <br />City Council Minutes <br />February 23, 2000 <br />Mayor Gehrz called the meeting to order at 7:00 p.m. <br />PRESENT: Gehrz, Hustad, Kuettel, Lindstrom, Talbot <br />Also present: Susan Hoyt, city administrator, Pat Phillips, deputy clerk <br />Terry Maurer, city engineer, Joel Jamnick, acting city attorney <br />COMMUNITY FORUM: There was no one present wishing to speak. <br />MINUTES: The minutes of February 9, 2000 were approved with a minor correction. <br />CONSENT AGENDA: <br />Councilmember Hustad moved approval of the following consent agenda. The motion <br />passed unanimously. <br />1. General disbursements through 2/18/00, $113,435.01 <br />• Payroll, 2/1/00 to 2/15/00, $10,403.64 <br />2. Licenses <br />3. Authorization to proceed with the purchase of a snowplow for the F350 truck <br />PUBLIC HEARING: <br />Mayor Gehrz reviewed the process of a public hearing and turned the meeting over to <br />engineer Maurer who gave an overview of the alley improvement project. Questions <br />were asked by council regarding assessments and storm sewers that are needed for two of <br />the alleys. Administrator Hoyt also said if the project is approved, there would be an <br />alley walk sometime in the spring which would give homeowners a chance to ask <br />additional questions of the engineer. <br />Mayor Gehrz opened the public hearing at 7:30 p.m. <br />The first person to speak was Leonard Champer of 1429 W. Hoyt who questioned the <br />way the city was financing the project and discussed the possibility of doing it a different <br />way. <br />The second person to speak was Joe Barrett of 1437 W. Hoyt who questioned the <br />engineer as to why the alleys couldn't be maintained rather than completely rebuilt. He <br />said he had sent out surveys to the affected homeowners and received twenty-one back, <br />fourteen of which indicated their preference for alley maintenance and seven approved to <br />. rebuild. Mayor Gehrz asked how many total surveys he sent and Mr. Barrett responded <br />125. <br />
