1.3~ <br />MINUTES <br />REGULAR CITY COUNCIL MEETING <br />AUGUST 12, 1992 <br />Baldwin convened the meeting at 7:07 P.M. <br />ALL MEMBERS PRESENT <br />Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present <br />were Hoyt, Phillips and Westerberg. <br />MINUTES OF SPECIAL COUNCIL MEETING OF JULY 21, 1992 APPROVED <br />ADDENDA TO CONSENT AGENDA AND POLICY AGENDA <br />Council approved the addition of: <br />C-9. Falcon Heights Fire Cadets request to use city hall <br />parking lot for car wash, and <br />P-4. Concurrence with Ramsey County to award Cleveland Avenue <br />construction bid to C. S. McCrossan Construction. <br />CONSENT AGENDA APPROVED <br />Council approved the following Consent Agenda by unanimous consent: <br />1. Disbursements: <br />a. General Disbursements through 7/30/92, $118,923.65 <br />b. Payroll, 7/16/92-7/31/92, $12,377.92 <br />2. Authorization for staff to apply for the Minnesota Releaf <br />Community Forestry Program Grant <br />3. Proposed Resolution R-92-28 supporting the Suburban Area <br />Chamber of Commerce <br />4. Designation of election judges for September 15, 1992 <br />primary election <br />5. Fire Department Relief Association - State Fair Parking <br />6. Hiring of Mr. Brian Standing as a CURA intern <br />7. Request for funding for plants for the lobby of city hall <br />8. Licenses <br />APPROVAL OF CONDITIONAL USE PERMIT FOR OPERATION OF A CERAMICS <br />CLASS AS A HOME OCCUPATION AT 1484 CALIFORNIA AVENUE IN AN R-1 ZONE <br />Hoyt said this request was discussed by the Planning Commission <br />and was accepted based on certain conditions being met. Baldwin <br />reminded council that CUP's go with the property and not the person <br />or persons. Ciernia indicated it was his understanding that the <br />main concern was the parking situation and the homeowners <br />alleviated that problem by leasing parking spaces with Northome <br />Shopping Center owners. Based on this arrangement and the other <br />conditions set forth in the Conditional Use Permit, Ciernia moved <br />adoption of Resolution R-92-29 and the motion carried unanimously. <br />
