1.3~ MINUTES REGULAR CITY COUNCIL MEETING AUGUST 12, 1992 Baldwin convened the meeting at 7:07 P.M. ALL MEMBERS PRESENT Baldwin, Ciernia, Gehrz, Gibson Talbot and Jacobs. Also present were Hoyt, Phillips and Westerberg. MINUTES OF SPECIAL COUNCIL MEETING OF JULY 21, 1992 APPROVED ADDENDA TO CONSENT AGENDA AND POLICY AGENDA Council approved the addition of: C-9. Falcon Heights Fire Cadets request to use city hall parking lot for car wash, and P-4. Concurrence with Ramsey County to award Cleveland Avenue construction bid to C. S. McCrossan Construction. CONSENT AGENDA APPROVED Council approved the following Consent Agenda by unanimous consent: 1. Disbursements: a. General Disbursements through 7/30/92, $118,923.65 b. Payroll, 7/16/92-7/31/92, $12,377.92 2. Authorization for staff to apply for the Minnesota Releaf Community Forestry Program Grant 3. Proposed Resolution R-92-28 supporting the Suburban Area Chamber of Commerce 4. Designation of election judges for September 15, 1992 primary election 5. Fire Department Relief Association - State Fair Parking 6. Hiring of Mr. Brian Standing as a CURA intern 7. Request for funding for plants for the lobby of city hall 8. Licenses APPROVAL OF CONDITIONAL USE PERMIT FOR OPERATION OF A CERAMICS CLASS AS A HOME OCCUPATION AT 1484 CALIFORNIA AVENUE IN AN R-1 ZONE Hoyt said this request was discussed by the Planning Commission and was accepted based on certain conditions being met. Baldwin reminded council that CUP's go with the property and not the person or persons. Ciernia indicated it was his understanding that the main concern was the parking situation and the homeowners alleviated that problem by leasing parking spaces with Northome Shopping Center owners. Based on this arrangement and the other conditions set forth in the Conditional Use Permit, Ciernia moved adoption of Resolution R-92-29 and the motion carried unanimously.
