MINUTES <br />SPECIAL CITY COUNCIL MEETING/PUBLIC HEARING <br />AUGUST 4, 1982 <br />A special meeting of the Falcon Heights City Council was called to order at <br />7:30 P.M. by Mayor Warkentien. <br />Mayor Warkentien, Councilmembers Ciernia, Chestovich, Eggert and Larson. <br />Also present were Clerk Administrator Barnes, Attorney VanDeNorth, Engineer <br />Lemberg, Engineer Schunicht and Fiscal Consultant Chenoweth. <br />None. <br />Mayor Warkentien called to order the Public Hearing on the proposed storm <br />sewer improvement for Gortner, Larpenteur, Prior, Tatum and Lindig Streets. <br />He explained that the required hearing notice was published in the official <br />newspaper and that notices were mailed to residents in the district. <br />Engineer Schunicht gave a review of the storm sewer project for the Fairview/ <br />Larpenteur area which contains 84 acres and is located north of Larpenteur <br />Avenue, west of Fairview, south of Roselawn and east of Cleveland. He <br />explained where the storm sewer would be located, where the ponding areas <br />would be located and how they would be connected. He also explained the <br />costs for connection to the St. Paul system ($253,000), use of the University <br />of Minnesota system ($33,000), the Larpenteur/Gortner storm sewer ($226,000) <br />and the Tatum/Lindig portion ($262,000), making a total of $774,000 for the <br />entire project. When the Hawkins/Hermes site is developed, the cost for <br />that area would be approximately $84,000. The Council is proceeding under <br />Chapter 429 of Minnesota Statutes which states they must assess a minimum <br />of 20 percent of the project and up to eighty percent in a mill rate levy. <br />Therefore, the Council is faced with three options: (1) whether to approve <br />or disapprove the entire project, (2) install the western segment of the <br />storm sewer, or (3) to do none of the project. It was explained that if the <br />minimum of 20 percent is assessed, the assessments would be five cents per <br />square foot, or if more is assessed, it could possibly increase up to <br />thirteen cents per square foot and the mill rate could increase from 1.5 <br />to 3.5 mills. <br />Mayor Warkentien stated that at an informational meeting held July 20, 1982 <br />there was opposition to including the area west of Fairview, north of <br />Larpenteur, at the end of the cul-de-sac. He pointed out that if Tatum, <br />and Lindig are not included. at this time, and it should be included at a <br />future date, there would be a connection charge which would be more costly <br />than the present charge. Mayor Warkentien asked if anyone was in favor <br />of including this area. <br />Robert Beck, 1776 Tatum, asked if the drainage ditch on his property would <br />be eliminated and Engineer Schunicht advised that it would. Therefore, <br />Mr. Beck stated he would be in favor of including this area in the storm <br />sewer project. <br />Hans Schirrmeister, 1779 Tatum, asked how the storm sewer would affect <br />his lot. Engineer Schunicht advised that with the storm sewer only <br />water from the northerly neighbors would flow toward the Schirrmeister <br />property and when the Hawkins/Hermes property is developed, the water <br />from there and Falcon Woods would be contained in two ponding areas. <br />
