MINUTES <br />SPECIAL CITY COUNCIL MEETING A <br />APRIL 17, 1979 ~ Fr <br />A special meeting of the Falcon Heights City Council was called to <br />order by rlayor Warkentien at 7:30 p.m. <br />Mayor Warkentien, Councilmembers McGough, Steele and Brown. Also PRESENT <br />present were Clerk Administrator Barnes and Attorney Kenefick. <br />I1one . ABSENT <br />Dr. David French, City Horticulturist, appeared before Council to DR. DAVID <br />inform he is ready to start the tree planting program for 1979 and FRENCH - 1979 <br />will need the planting locations marked. He requested permission TREE PROGRAM <br />to hire 3 students from the College of Forestry to assist in the <br />planting of the trees. Dr. French also would like to hire a qua]a.fied <br />person to handle the Dutch Elm disease program in Falcon Heights. Dr. <br />French would be responsible but would like to have the other person do <br />the actual work as Dr. French is very busy. The person selected would <br />be a gras~uate student in forest pathology with experience working with <br />Dutch kDm disease. <br />Councilmember McGough moved that Dr. David French be authoriz®d to <br />hire 3 University of Minnesota students for tree planting for an amount <br />not to exeeed $5.50 per hour for the supervisor and $5.00 per hour for <br />the other two. Motion seconded by Councilmember Steele and carried <br />unanimously. <br />___ <br />yor arkentien moved, seconded by Councilmember Brown that Dr. French <br />be authorized to select some one to handle the Dutch Elm disease <br />program under Dr. French's supervision. Motion carried unanimously. <br />Mayor Warkentien introduced Superintendent Lloyd Nielson of District COMMUNITY=. <br />623, James Klassen, Community Services Coordinator for District 623, SERVICES <br />Representative John Rose and Representative Mike Fritz, who had been DISCUSSION <br />invitad:to attend the Council meeting to discuss the Community Services <br />program in relationship to School District 623: and the participation <br />of Falcon Heights citizens. <br />Councilmember Brown reviewed the past years events as to Community <br />Services and recreation for citizens of r'alcon Heights. She related <br />the Recreation Committee had met with Community Services Advisory <br />.Committee and after that meeting those in attendance. came back f eel- <br />ing encouraged that a program could be worked out. <br />Dan Ficken, a representative of Community Services, did meet with the <br />Falcon Heights Recreation Advisory Committee and advised them he could <br />set up a program under Community Services. However a week later he came <br />back to the Committee and advised them he could not implement a recrea- <br />tion program for Falcon Heights. <br />At about this time Roseville submitted a recreation proposal to the <br />.Falcon Heights City Council, naming a cost of $23,000.00, contingent <br />upon the participation of Falcon Heights in the funding for repair of <br />the Roseville Ice Arena.
