MINUTES <br />REGULAR CITY COUNCIL MEETING <br />OCTOBER 8, 1980 . <br />A regular meeting of the Falcon Heights City Council was called to order <br />by Mayor Warkentien at 7:30 p.m. <br />Mayor Warkentien, Councilmembers Steele, Brown, Eggert and Larson. Also <br />present were Secretary Chenoweth, Attorney Kenefick and Engineer Lemberg. <br />None. <br />Lowell Anderson, Falcon Heights Pharmacy, and Vern Kassekert, Borgstrom <br />Pharmacy, were in attendance to express their concerns regarding the <br />newly adopted Drug Paraphernalia Ordinance ~~172. Mr. Anderson explained <br />to Council his proposed amendment to the ordinance. Following a dis- <br />cussion Councilmember Steele moved seconded by Councilmember Larson, <br />that Ordinance 4175 be adopted. Motion carried unanimously. <br />ORDINANCE 4175 <br />AN ORDINANCE AMENDING ORDINANCE 172, DEALING <br />WITH DRUG PARAPHERNALIA AND PROHIBITIONS <br />RELATING THERETO <br />Martin K. Christiansen, 1724 Holton, was in attendance to request per- <br />mission to sell Christmas Trees from his home from November 28, 1980 <br />through December 23, 1980, from 3:00 p.m. to 8:00 p.m. week days and <br />Saturdays and Sundays. Councilmember Larson, Liaison to the Planning <br />Commission, informed Council that the Planning Commission had reviewed <br />~ the matter at their October 6, 1980 meeting and recommended that per- <br />mission be granted providing Mr. Christiansen gets written permission <br />from his neighbors (Mr. Christiansen had done so and the signatures <br />were presented to Council). Councilmember Larson moved, seconded by <br />Mayor Warkentien, that the request be granted with the understanding <br />that the operation be kept clean and orderly and that Mr. Christiansen <br />apply for the necessary license. Upon a vote being taken the following <br />voted "aye": Mayor Warkentien, Councilmembers Brown and Larson, and <br />the following voted "nay":(buncilmembers Steele and Eggert. Motion <br />carried. <br />Councilmember Larson moved, seconded by Councilmember Eggert that the <br />Consent Agenda be approved as presented. Motion carried unanimously. <br />1.
