CITY OF FALCON HEIGHTS <br />SPECIAL CITY COUNCIL MEETING <br />MINUTES OF DECEMBER 7, 1998 <br />Mayor Gehrz convened the meeting at 7:04 p.m. <br />PRESENT <br />Gehrz, Gibson Talbot, and Jacobs. Also present was Hoyt, Asleson, Kriegler, and Olson. <br />ABSENT <br />Hustad and Kuettel. <br />COMMUNITY FORUM <br />There was no one wishing to take advantage of the community forum. <br />MINUTES OF NOVEMBER 25, 1998 <br />Minutes were approved by unanimous consent. <br />CONSENT AGENDA <br />~e <br />Councilmember Gibson Talbot moved approval of the following consent agenda. The motion <br />passed unanimously. <br />• 1. Disbursements <br />2. Licenses <br />3. Amendment to change order with Jay Brothers and authorization to contract with <br />Lawrence Sign Company for Thatcher sign work at a cost of 59,635.00. <br />PUBLIC HEARING <br />PRESENTATION AND HEARING ON THE PROPOSED 1999 BUDGET AND RELATED <br />PROPERTY TAX LEVY <br />Mayor Gehrz opened the public hearing at 7:06 p.m. <br />Administrator Hoyt presented the proposed 1999 budget and associated property tax levy. <br />Hoyt explained the budget process, the goals that guide the budget, and the budget's <br />anticipated revenue and expenditures. The total proposed budget is 54,682,731, or a 22% <br />increase in the total budget over 1998. This increase in the total budget is due primarily to <br />the proposed 1999 street improvement project in the Northeast Quadrant of the city, <br />budgeted at 51,500,000. The general fund budget is 51,235,773, or a 2.4% increase over <br />1998. The proposed total tax levy of 5597,078 is a 1.3% increase over 1998 and the net <br />ad valorem tax levy of 5467,960 represents a 0.3% decrease. Hoyt also explained the <br />property tax impact of the city's proposed levy on a median valued residential property. <br />• There being no one wishing to speak, Mayor Gehrz closed the public hearing at 7:42 p.m. <br />
