Also present was Hoyt, Asleson, and <br />Maurer. <br />COMMUNITY FORUM <br />There was no one wishing to take advantage of the community forum. <br />MINUTES OF MARCH 25, 1998 <br />Minutes were approved by unanimous consent. <br />CONSENT AGENDA APPROVED <br />Councilmember Hustad moved to approve the following consent agenda. Approval of change order #3 with North Metro Landscaping <br />POLICY AGENDA <br />DISCUSSION OF THE COSTS FOR THE 1998 LARPENTEUR AVENUE STREET <br />RECONSTRUCTION PROJECT <br />Mr. Dan Soler, Ramsey County project engineer, explained the city's costs for the <br />Larpenteur Avenue reconstruction, which are 5217,153.26 (5186,456.51 city/ <br />530,696.75 MSA) or 51 10,815.15 more than the estimated costs for the city. Mr. Soler <br />explained that the cost increase was due to two things. The federal ISTEA funding share <br />was reduced, which added to the city's costs and, more significantly, the city's storm <br />sewer costs were 5150,397.71 or 595,531.35 higher than estimated. This is because <br />1) the county added a lot of storm sewer work between doing the cost estimate and the <br />actual bid; 2) the city's share, which is calculated by the Minnesota Department of <br />Transportation (MnDOT) is 45% the city's responsibility or 20% higher than the <br />estimated city share; and 3) the estimates of the costs for storm sewer were low. Mr. <br />Soler said that the county was willing to increase its share of the costs is the areas <br />where it is possible to do so in order to reduce the city's share to the same level as in <br />1997, resulting in a 520,908.80 savings to the city's expenditures for a total non-MSA <br />share of 5165,547.71 to the project. Mr. Soler will also revisit the storm sewer drainage <br />• calculations with the city engineer and MnDOT. Mr. Soler also expressed a Ramsey <br />County commitment to completing the Larpenteur Avenue reconstruction in Falcon <br />Heights from Arona to Hamline in 1999. <br />
