CITY OF FALCON HEIGHTS 3 ~ ~" <br />REGULAR CITY COUNCIL MEETING <br />MINUTES OF APRIL 9, 1997 <br />Mayor Gehrz convened the meeting at 7:00 p.m. <br />PRESENT <br />Gehrz, Jacobs, Hustad, and Kuettel. Also present were Hoyt, Asleson, Maurer, and <br />Sampson. <br />ABSENT <br />Gibson Talbot. <br />COMMUNITY FORUM <br />There was no one wishing to take advantage of the community forum. <br />MINUTES OF MARCH 26, 1997 <br />Minutes were approved by unanimous consent. <br />CONSENT AGENDA APPROVED <br />Motion was made by Councilmember Kuettel to approve the following consent agenda. <br />Motion passed unanimously. <br />1. Disbursements <br />2. Licenses <br />3. Authorization to apply for Local Performance Aid from the State of Minnesota <br />4. Authorization to apply for 1996 snow removal cost reimbursement <br />5. Approval of request by the North Suburban Evening Lions to use the Community Park <br />building for the purpose of conducting afund-raising garage sale <br />6. Authorization of purchase of 29 trees for boulevard planting <br />POLICY AGENDA <br />APPROVAL OF THE PLANS AND SPECIFICATIONS FOR THE LARPENTEUR AVENUE <br />STREETSCAPE PROJECT AND APPROVAL OF RESOLUTION 97-11 AUTHORIZING THE <br />BIDDING OF PHASES 1 AND 2 OF THE PROJECT <br />Administrator Hoyt explained that the council is being asked to accept the plans and <br />specifications for the Larpenteur Avenue project and authorize staff to solicit bids. This <br />action does not require the acceptance of a particular bid and the design elements can <br />be modified at a later time if necessary. <br />Michael Schroeder, representing the design firm of Hoisington Koegler Group, explained <br />that there would be three separate bid packages to allow for the unique elements of the <br />landscape plan. These elements include landscaping, lighting/sidewalks, and signs. He <br />
