<br />A regular meeting of the Falcon Heights Cit;;r Council was called to order
<br />by Mayor UTarkentien at 7:30 p.m.
<br />Mayor LJarkeni:ien, Councilmen Black, Ecklund, Steele, and Labalestra.
<br />Also present were Clerk-Administrator Barnes, Engineer Lemberg, and
<br />Attorney Kenefick.
<br />None.

<br />Councilman Blac moved, seconded by Councilman Labalestra, to approve MINUTES
<br />the minutes of February 13, 1975 as corrected. Upon a vote being taken, FEBRUARY 13
<br />the following voted "aye": Mayor ~r'arkentien, Councilmen Black, Ecklund,
<br />Steele, and Labalestra, and the following voted "nay": None. Motion
<br />carried.
<br />Councilman Ecklund moved, seconded by Councilman Black, to remove from
<br />the table the discussion on Section 8, Housing Assistance Payment Pro-
<br />gram, that had been tabled at the meeting of January 23, 1975.
<br />Nancy Reeves, of the Metro Council, was present to discuss in detail the
<br />program she was proposing to the Council, in regard to rent assistance
<br />for the elderly and low income families.
<br />Nancy Reeves informed the Council that the portion of Section 8 she was
<br />proposing does not involve construction, and that if the Council agrees
<br />to the program, contracts run for five years.
<br />SeT,reral citizens in attendance TrTere opposed to the proposal, as they
<br />related to the Council.
<br />Mayor t''arkentien read the .Fair Market Rent Schedule requirements under
<br />the program, and further related he was opposed to Federal Funding as
<br />Falcon Heights would be receiving only approximately 60 per cent of oLr
<br />tax dollar.
<br />Councilman Ecklund suggested the Council go on record to permit Falcon
<br />Heights to be included in the application, which would not commit the
<br />City to a contract.
<br />Councilman Labalestra moved, seconded by Councilman Steele, to table the
<br />matter at this time. Upon a vote being taken, the following voted "aye":
<br />Mayor T~Tarkentien, Councilmen Black, Steele, and Labalestra, and the
<br />following voted. "nay": Councilman Ecklund. Motion carried.
<br />Councilman Black presented the variance requested by North star Pizza, Inc.,
<br />in respect to one pylon sign, and three signs to be placed on the building;
<br />one on the rear of the building, one on the north side, and one on the west
<br />side. Councilman Black also read the minutes of the Planning Commission
<br />that indicated approval with respect to the variance request. He noted
<br />that the total sign area would be 254 square feet, and that the pylon sign
<br />would be 35 feet high .
<br />Attorney Stalland, representing Shakey's Pizza, presented drawings and
<br />pictures of the proposed signs, and stated he felt the signs wage in
<br />compliance with Ordinance 61~.
