MINUTES OF REGULAR COUNCIL ME'BTING <br />FALCON HEIGHTS, MINNESOTA <br />APRIL 2l~, 1975 <br />A regular meeting of the Falcon Heights City Council was called to order <br />by Mayor Warkentien at 7:33 p.m. <br />~~ <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele, and Labalestra. Also PRESENT <br />present were C1erk,Administrator Harnes, Engineer Lemberg, and Attorney <br />Davies. <br />None. <br />ABSENT <br />Councilman Steele moved, seconded. by Councilman Ecklund, to approve the MINUTES <br />minutes of the meeting of April 10, 1975 as corrected. Upon a vote being APRIL 10 <br />taken, the following voted "aye": Mayor Warkentiem, Councilmen Black, <br />Ecklund, Steele, and Labalestra, and the following voted "nay": None. <br />Motion carried. <br />The 1975 proposed seal coating of the northeast quadrant of Falcon Heights 1975 SEAL <br />was discussed. Mayor Warkentien moved, seconded by Councilman Steele, to COATING FLANS <br />authorize Engineer L~anberg to prepare plans and specifications. Upon a AND SPECS <br />vote being taken, the following voted "aye"a Mayor Warkentien, Councilmen FOR NORTHEAST <br />Black, Eeklund, Steele, and Labalestra, and the following voted "na3T": QUADRANT <br />None. Motion carried. <br />Councilman Labalestra presented the discussion on the Health Inspector HEALTH <br />position being considered by Falcon Heights. He noted that ordina.ncea INSPECTOR <br />and regalationa from surrounding eonnnunit3.es had been compiled, and DISCUSSION <br />suggested that the discussion be delayed until the Clerk~Administrator <br />and himself would have time to review them and to come up with recommen- <br />dations in regard to the position. <br />Attorney Davies suggested that an ordinance be prepared to establish the <br />duties of the Health Inspector, according to State Law. No action was <br />taken b~ the Council. <br />Mr. Todd Lefko of the Metro Council was present to discuss any questions MR. TODD LEFKO <br />the Council may have relative to the Metro Council, and the activities now OF THE METRO <br />taking plac®. The following items were discussedf the "committee bill" COUNCIL <br />before the legislature that would give the Metro Council more authority; <br />Section 8 Housing; welfare programs; the University of Minnesota Sewers; <br />SAC charges; and Metro Transit planning. Mr. Lefko answered the Council's <br />questions and comments, and stated the Metro Council was trying to help. <br />The general Council consensus was that they thought the Metro Council was <br />gaining too much authority, and that it would gradually overtake the local <br />governments in decision making and authority. <br />Councilman Slack presented the discussion on the capitalization of the CAPITALIZATION <br />sewer system. Engineer Lemberg stated that very few coimnnni.ties had done OF SEWER <br />anything on this. Engineer Lemberg did mention that this would "build up" DISCUSSION <br />the fund for sewer replacement if necessary, and that an assessment pro- <br />cedure could be used. He then stated he did not feel capitalization was <br />necessary, as the sewer itself is only about 18 years; that the e~cpected <br />life of a sewer is 50 to 100 years, and that this is not needed as yet. <br />No action was taken ~ the Council. <br />Mayor Warkentien presented the discussion on special sewer rates for senior SPECIAL SEWER <br />citizens. He noted he had received a letter from a senior citizen who ~TF; DISCUSSION <br />thought Falcon Heights should do something on this, since Roseville has a p~OR SENIOR <br />special rate. No action was taken by the Council. CITIZENS <br />
