~~ <br />MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA ~ Q O <br />FEBRUARY 26, 1976 ~+ <br />A regular meeting of the Falcon Heights City Council was called <br />to order by Acting Mayor .Black at 7:00 p.m. <br />Acting Mayor Black, Councilmen Ecklund and Labalestra. Also PRESENT <br />present were Clerk-Adieinistrator Barn®s, and Attorney Kenefick. <br />Mayor Warkentien and Councilman Steele were expected to arrive ABSENT <br />late. <br />Moved by Councilman Ecklund, seconded by Councilman Labalestra APPROVAL OF <br />to approve the Minutes of the regular meeting of February 12, MINUTES; <br />1976, as corrected. Upon a vote being taken, the following FEBRUARY 12, <br />voted "aye": Acting Mayor Black, Councilmen Ecklund and Labalestra, 1976 <br />and the following voted "nay": None. Motion carried. <br />Councilman Steele arrived at 7:06 p.m. <br />David Silverman, 163Ia Ninth Street, White Bear Lake, Minnesota,` CONDITIONAL <br />has applied for a Conditional Use Permit to allow operation of a USE PERMIT <br />small animal veterinary hospital at 1662 North Snelling Avenue. REQUEST: <br /> VETERINARY <br />Discussion was held as to the propsx-,use of B2 zoned property HOSPITAL, <br />and if this would be allowed under present zoning regulations. 1662 NORTH <br /> SNELLING <br />Councilman Steels felt this would be an appropriate kind of <br />business for the area. He also asked what type of change <br />would be necessary in the Ordinance in order to allow this type <br />of business. <br />Acting Mayor Black said that, in his opinion, present zoning <br />regulations do not allow for this type of business operation. <br />Councilman Ecklund suggested that, due to the proximity of <br />restaurants to "the proposed location of the hospital, that the <br />matter be presented to the Board of Health for their considera- <br />tion. He also felt the ordinances should be updated. <br />Councilman Labalestra also stated he felt the ordinances should <br />be reviewed and updated and that he would favor the establishment <br />of this type of veterinary hospital, but in a free standing build- <br />ing. <br />Attorney Kenefick stated the present ordinance covering Conditional <br />Uses could be changed by amendment to include such businesses as <br />veterinary hospitals. <br />David Silverman stated he did not feel his proposed hospital would <br />interfere with the food sertice operations located nearby. He <br />stated the space available was adequate for a small animal hospital. <br />
