MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />rrAR.cx 25, 1976 <br />A regular meeting of the Falcon Heights City Council was called <br />to order by Mayor Warkentien at 7:00 p.m. <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele, and <br />Labalestra. Also present were Clerk-Ac~ninistrator Barnes, <br />Engineer Lemberg, and Attorney Kenefick. <br />None. <br />~ ~3 <br />PRESENT <br />ABSENT <br />Tom Fashingbauer and Tom Erickson of the Ramsey County Welfare PRESENTATION <br />Department and Commissioner Don Salverda were present and led BY RAMSEY <br />a discussion regarding the funding, staffing, and functions of COUNTY YJEL- <br />the Welfare Department. They presented the Council with several FARE DEPART- <br />brochures explaining the programs of the Department. MENT <br />Moved by Councilman Ecklund, seconded by Councilman Black to APPROVAL OF <br />approve the Minutes of the regular meeting of March 11, 1976, MINUTES: <br />as corrected. Upon a vote being taken, the following voted MARCH 11, <br />"aye'": Councilmen Black, Ecklund, Steele, and Labalestra, and 1976 <br />the following abstained: Mayor Warkentien. Motion carried. <br />Mayor Warkentien abstained because he was absent at the meeting <br />of March 11, 19 76. <br />Moved by Councilman Steele, seconded by Councilman Labalestra APPROVAL OF <br />to approve the Minutes of the special meeting of March 22, 1976, MINUTES: <br />as corrected. Upon a vote being taken, the following voted MARCH 22, <br />"aye" : Councilmen 131.ack, Ecklund, Steele, and Labalestra, and 1976 <br />the following abstained: Mayor Warkentien. Motion carried. <br />Mayor Warkentien abstained because he was absent at the meeting <br />of March 22, 1976. <br />A discussion was held by the Council and the City Engineer <br />concerning street improvements, including curb and gutter and <br />sidewalk, for Garden Avenue from Hamline Avenue to Snelling <br />Avenue. It was f eft that since Minnesota State Aid regula- <br />tions had recently been changed, this improveanent should be <br />brought before the residents in the area of Garden Avenue at <br />an informational meeting. <br />Moved by Councilman Steele, seconded by Councilman Ecklund <br />that an informational discussion be held concerning the re- <br />conditioning and inprovem:ent of Garden Avenue between Hamline <br />Avenue and Snelling Avenu® at the. regular meeting of April 8, <br />1976, and that affected property owners be notified. Upon a <br />vote being taken, the following voted "aye": Councilmen Black, <br />Ecklund, Steel®, and Labalestra, and the following voted "nay": <br />Mayor Warkentien. Motion carried. <br />DISCUSSION: <br />GARDEN AVENUE <br />IMPROVEMENTS <br />Council suggested final action on Garden Avenue improvements b® <br />made at the April 22, 1976, meeting. <br />
