1 <br />1 <br />i~ <br />MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />APRIL 22, 1976 <br />A regular me®ting of the Falcon Heights City Council was called <br />to order by Mayor Warkentien at 7:00 p.m. <br />Mayor Warkentien, Councilmen Black, Ecklund, St®e1e, and <br />Labalestra. Also present were Clerk-Administrator ]3arnes, <br />Engineer Cook, and Attorney Ken®fick. <br />None. <br />Moved by Mayor Warkentien, seconded by Councilman .Black that <br />the City of Falcon Heights improve th® surface of Garden Avenue <br />from Snelling Drive to Pascal Avenue by narrowing the street <br />to a 32 foot width, with concrete curb and gutter, and that the <br />block between Pascal Avenue and Holton Avenue be 38 f®et wide, <br />with concrete curb and gutter, and, further, that nothing else <br />be done from Holton Avenue to Hatnline Avenue except the instal- <br />lation of concrete curb and gutter. <br />Joseph E. Chehoski, 1800 North welling, stated he was against <br />the State Aid improvement of Garden Avenue as he felt it would <br />cause additional noise and traffic. <br />Mayor Warkentien said he did not think 3~proving the street <br />would increase traffic and that the curb and gutt®r would pro- <br />tect lawns. <br />Councilman Labalestra stated that because of citizens' objections <br />to the improvements, he could not vote in favor of then at this <br />time by State Aid funding. H® said he was in favor of a committee <br />being appointed to discuss possible solutions. <br />Councilman Black stated he could not vote in favor of the State <br />Aid improvement at this time because of residents' opposition. <br />Mr. Black said he did not feel that improvement would increase <br />traffic on the street. <br />Upon a vote being taken on the above motion, the following <br />voted "aye": Mayor Warkentien, and the following voted "nays': <br />Councilmen Black, Ecklund, Steel®, and Labalestra. Motion <br />failed . <br />Moved by Mayor Warkentien, seconded by Councilman Steele that <br />nothing be done to improve Garden Avenue from Snelling to Pascal <br />Avenues, that the street from Pascal Avenue to Holton Avenue be <br />improved, with concrete curb and gutter, to a width of 38 feet, <br />and that curb and gutter only be installed from Holton Avenue to <br />Hemline Avenue, with State Aid funds.
