~a~ <br />MINUTES <br />CITY OF FALCON HEIGHTS <br />SPECIAL COUNCIL MEETING <br />NOVEMBER 23, 197b <br />1 <br /> <br />1 <br />A special meeting of the Falcon Heights City Council was called to order <br />by Acting Mayor Black at 7:33 p.m. <br />Acting Mayor Black, Councilmen Ecklund, Steele and Labalestra. Also <br />present were Clerk-Administrator Barnes, Attorney Kenefick and Engineer <br />Lemberg. <br />Mayor Warkentien. <br />PRESENT <br />ABSENT <br />Moved by Councilman Steele, seconded by Councilman Labalestra to approve, AppROp~, OF MIN- <br />as is, the minutes of November 10, 1976. Upon a vote being taken, the TES OF NOVEMBER <br />following voted "aye": Acting Mayor Black, Councilmen Ecklund, Steele 10, 1976 <br />and Labalestra and the following voted "nay": None. Motion carried. <br />Moved by Councilman Labalestra, seconded by Acting Mayor Black to approve APPROVAL OF CON- <br />the items on the Consent Agenda as follows: SENT AGENDA <br />1. NFPCA Casualty Reports, Nos. 86 and 87. <br />2. Basic Field Incident Reports, Nos. 89 and 90. <br />3. Basic Casualty Reports, Nos. 91 and 92. <br />l~. Ramsey County Sheriff's Report, October, 1976. <br />5. General disbursements in the amount of $28,059.16. <br />6. Liquor disbursements in the amount of $18,827.86. <br />7. General payroll in the amount of $3,539.86. <br />8. Liquor payroll in the amount of $1,697.93. <br />Upon a vote being taken the following voted "aye": Acting Mayor Black, <br />Councilmen Ecklund, Steele and Labalestra and the following voted "nay": <br />None. Motion carried. <br />Clerk-Administrator Barnes informed Council that he had been contacted RESOLUTION 76-3l~ <br />by Paul Kirkwall of the Ramsey County Engineering Department, in regards LARpENTEUR AVE. <br />to our Resolution 7b-3l~, concerning parking restrictions on Larpenteur PARKING <br />Avenue. Resolution 76-3l~ restricts parking on the north side of Larpen- LEAVE AS IS <br />tour Avenue, beginning from Fairview Avenue 163l~ feet westerly. The re- <br />striction is for 2 hour parking from 8:00 a.m. to 1:00 p.m. daily, ex- <br />cept for Saturdays, Sundays and Holidays. Mr. Kirkwall stated he f eft <br />there would be too many restrictions to properly enforce the Resolution. <br />After discussion, Council decided to take no action on the matter and <br />1 save the Resolution as it now reads. <br />Fire Chief Jerry Renchin appeared before Council with a suggestion that FIRE CODE PROPOSED <br />the Council adopt new revisions to the Uniform Fire Code. Specifically, REVISIONS - <br />Chief Renchin would like the authority to appoint an eight to ten man JERRY RENCHIN <br />group as a Fire Prevention Bureau and would like the authority, for him- <br />self only, to issue tags to violators. Chief Renchin stated that if he <br />had the authority to issue tickets it would save a great deal of time. <br />
