MINVTEs <br />REGULAR CITY COUNCIL-MEETING <br />CITY OF FALCON HEIGHTS, MINNESOTA <br />MARCH 10, 1977 <br />A regular meeting of the Falcon Heights City Council was called to order <br />by Acting Mayor Black at 7:30 p.m. <br />Acting Mayor Black, Councilmen Ecklund, Steele and Labalestra. Also <br />present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney <br />Kenefick. <br />Mayor Warkentien. <br />~$ ~`1~ <br />.~ <br />PRESENT <br />ABSENT <br />Fire Chief Jerry Renchin gate a brief presentation, before roll call, about APARTMENT OWN- <br />smoke detectors for the benefit of the Falcon Heights apartment owners who Efts INPUT RE- <br />were present. He stated the City was considering an ordinance requiring in- GARDING SNARE <br />stallation of smoke detectors in each apartment unit. Chief Renchin invited ~TECTORS <br />comments from the apartment owners and they were as follows: <br />Mr. Al Rubinger, owner of Larpenteur Manor Apartments - Mr. Rubinger stated <br />he sees the necessity for smoke detectors. He has 141 units and the coat <br />for installation of the detectors in each unit would be about $10,000.00 <br />He stated 3 years would be a reasonable length of time for completion of <br />the installation. <br />Mr. Wm. Korstad, representing James Boyd, owner of the Fairfield apartments <br />at 1800 and 1818 Larpenteur - Mr. Korstad stated his client would like at <br />least 3 years for ccnnpletion of the project. He further stated they ex- <br />pected expenses to run about $6,500.00 for the installation of the detect- <br />ors in the two buildings. <br />Mr. Mel Spiegler, owner of the four apartments on Fry Street - Mr. Spiegler <br />urged Council to hold off for a while before passing an ordinate and to <br />study the situation further. He stated at least three years would be need- <br />ed for completion of the pro3ect. <br />Acting Mayor Black expressed appreciation to the apartment owners for their <br />input and assured then that the City would not rush into passing an ordin- <br />ance and would keep abreast of whatever the State Legislature is doing in <br />this area. Acting Mayor Black also stated the itertn would be on the agenda <br />in the fhture and the City would advise the apartment owners at that time. <br />Councilman Ecklund moved and it was seconded by Councilman Labalestra to <br />approve the items on the Consent Agenda as follows: <br />1. Basic Field Incident Report, No. 8. <br />2. Falcon Heights Compar~r Fire Reports, Nos. 9, 10, 11, 12 and 13. <br />3. Ramsey County Sheriff's Report, January, 1977. <br />!~. Yellen and Associates Year End Report, 1976. <br />5. General payroll (2/1.-15/77) in the amount of $3,561.55. <br />6. Liquor payroll (2/1-15/77) in the amount of $1,817.16. <br />7. General payroll (2/16-28/77) in the amount of $3,886.65. <br />8. General disbursements in the amount of $23,11118.16. <br />9. Liquor disbursements in the amount of $13,532.71. <br />Upon a vote being taken the following voted "aye„: Acting Mayor Black, <br />Councilmen Ecklund, St®ele and Labalestra and the following voted "Nay": <br />None.
