3116 <br />• ~iIIVUa'ES OF ttEGULAR COUNCII~ IfiEETING <br />FALCON HEIGHTS, I~INNESGTA <br />DEC~~iBL;ii 9, 1971 <br />A regul.a.r meeting of the Falcon Heights Council was called to order by Mayor <br />tivarkentiert a.t 7:35 P.I~i., December 9, 1971. <br />PRESENT: Mayor ~4arkentien, Councilmen B1acI~, Ecklund, Stone and Taylor. Also <br />present. were Clerk-Administrator Barnes, Engineer Lemberg and Attorney <br />Seed. <br />ABSETJ'T : Nome <br />Joseph Prifrel - i1r. Prifrel, Union representative, attended the meeting <br />Union representative: to discuss the labor agreement for 1971 and 1972 for <br /> Ken ~:;uarn, Village maintenance man. I~ir. Prifrel requested <br /> an increase of X50 per month for Ken ~;uarn retroactive to <br /> January 1, 1y 71, and he said Ken warn woui.d accept the <br /> 5.5~: for the year 1972. Mayor tiiia.rkentien moved, seconded <br /> by Councilman Taylor, to authorize the Clerk-Administrator <br /> to t•rrite to the IRS for consideration of the X50 per month <br /> retroactive to January i, 1971. A discussion ensued and <br /> I~ir. Prifrel stated that :toseville Village has a higher <br /> rate of salary for the maintenance man. He doesn't think <br /> X50 per month increase is tao high. Councilman Black said <br /> may'oe the IRS guidelines should be followed. Councilman <br /> Taylor said 6.2~~ is the cost of living inrr•ease for the <br /> year 1971. Joseph Prifrelstated guidelines were never <br /> used until the freeze, and that the area increase should <br /> be considered. AYES: Taylor and jwarkentien. NAYS: Stone, <br /> Black, Ecklund. Councilman Ec~;lund moved, seconded by <br /> I~iayor '~arkentien, and carried, that an increase of ~i~0 per <br /> mott.'ra for the year 1971 be allowed subject to IRS agreement <br /> and ~tLO per month for the year 1972. AYES: ~~arkentien, <br /> Stone, Black, Eekiund. NAY: Taylor. <br />Christmas Tree Lot I~iayor. ~~arkentien moved, seconded by Councilman Black, to <br />License teque:st: grant a license to Paui Baden, to sell. Christmas Trees at <br />1"~y5 TJorth Holton from December 1, 1y71 to December 31, <br />1971. I~lotion carried. <br />Humantiights Councilman Ecklund rioved, seconded by Councilman Black, <br />Conunission to ratify IY;ayor iriarkentien's appointment of Lawrence S. <br />Appointment: 141acDonald, 1905 North Albert Street, as a member of the <br />Falcon Heights Human bights Comt^ission, the term to expire <br />clay, 1973. i~iotion carried. <br />Hockey 'kink P~ayor Trearkentien moved, seconded by Councilman Black, that <br />Light Transfer: the Vi1l.age appropriate X170 to move 6 lights from the <br />• Falcon Ztioods playground, 3 to the Falcon Heights School <br />playground and 3 to the Idaho-Snelling playground, by <br />All-Service Electric, Inc. I~:otion carried. <br />
