PRESENT: Mayor ~4arkentien, Councilmen B1acI~, Ecklund, Stone and Taylor. Also present. were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Seed. ABSETJ'T : Nome Joseph Prifrel - i1r. Prifrel, Union representative, attended the meeting Union representative: to discuss the labor agreement for 1971 and 1972 for Ken ~:;uarn, Village maintenance man. I~ir. Prifrel requested an increase of X50 per month for Ken ~;uarn retroactive to January 1, 1y 71, and he said Ken warn woui.d accept the 5.5~: for the year 1972. Mayor tiiia.rkentien moved, seconded by Councilman Taylor, to authorize the Clerk-Administrator to t•rrite to the IRS for consideration of the X50 per month retroactive to January i, 1971. A discussion ensued and I~ir. Prifrel stated that :toseville Village has a higher rate of salary for the maintenance man. He doesn't think X50 per month increase is tao high. Councilman Black said may'oe the IRS guidelines should be followed. Councilman Taylor said 6.2~~ is the cost of living inrr•ease for the year 1971. Joseph Prifrelstated guidelines were never used until the freeze, and that the area increase should be considered. AYES: Taylor and jwarkentien. NAYS: Stone, Black, Ecklund. Councilman Ec~;lund moved, seconded by I~iayor '~arkentien, and carried, that an increase of ~i~0 per mott.'ra for the year 1971 be allowed subject to IRS agreement and ~tLO per month for the year 1972. AYES: ~~arkentien, Stone, Black, Eekiund. NAY: Taylor. Christmas Tree Lot I~iayor. ~~arkentien moved, seconded by Councilman Black, to License teque:st: grant a license to Paui Baden, to sell. Christmas Trees at 1"~y5 TJorth Holton from December 1, 1y71 to December 31, 1971. I~lotion carried. Humantiights Councilman Ecklund rioved, seconded by Councilman Black, Conunission to ratify IY;ayor iriarkentien's appointment of Lawrence S. Appointment: 141acDonald, 1905 North Albert Street, as a member of the Falcon Heights Human bights Comt^ission, the term to expire clay, 1973. i~iotion carried. Hockey 'kink P~ayor Trearkentien moved, seconded by Councilman Black, that Light Transfer: the Vi1l.age appropriate X170 to move 6 lights from the • Falcon Ztioods playground, 3 to the Falcon Heights School playground and 3 to the Idaho-Snelling playground, by All-Service Electric, Inc.
