<br />P?INiJTES OF REGULAR COUNCIL riEETING <br />FALCON HEIGHTS, P4INNESOTA <br />APRIL 25, 197l~ <br />1 <br />3 <br />A regular meeting of the Falcon Heights City Council was called to order by Mayor <br />Warkentien at 7:30 P.M. <br />Mayor Warkentien, Councilmen Black, Ecklund, and Steele, PRESENT <br />and Councilwoman Stocker. Also present were Clerk-Ad- <br />ministrator Barnes, Engineer Lemberg and Attorne.R,~ Skor. <br />None. ABSENT <br />Councilman Ecklund moved, seconded by Councilwoman Stoc?:er, MINUTES <br />to appro~re the minutes of the meeting of April 11, 1971, <br />as corrected. Motion. carried. <br />Councilman Black presented the application for a sign <br />variance as submitted by Clark's Submarine Sa.nd4,riches, <br />Inc., to be located on the southeast corner. of Larpen- <br />teur and Snelling on the Gu1.f Oil property. It was <br />proposed to place lettering on the building on the <br />pylon 1a' x 12', on the front of the building 3' x 31~', <br />and on the side of the building 3' S3' , v~~hich t~rould be <br />in excesG of the permitted sign area. <br />Councilman B1aek read the minutes of the Falcon Heights <br />Planning Commission *ahich convened on the l7th day of <br />April, 1971, and recommended approval of said variance. <br />The Planning Commission also discussed their concern <br />with the parking problem which they brought to the <br />Council's attention. <br />Present for discussion were Clark Armsteaci, Donald Evans, <br />Roger Gamme1, and Richard Malone, representing Clark's <br />Submarine Sandwiches, Inc. A brief discussion and <br />presentation of the plans for the building, try ffic <br />ingress and egress, lighting, parking and landscaping <br />plans was made by Mr. Armstead. <br />Mr. Armstead stated that they hope that their business <br />could be the start of redevelopment for the business <br />district, and that they would be willing to trork with <br />the Council, the Businessmen's Committee, and the <br />Shoir~ing Center Committee in their efforts to restore the <br />business district. He also stated that by closing off <br />one entrance on Larpenteur Avenue, and one entrance <br />on Snelling Drive, it would alleviate traffic congestion <br />on the southeast streets adjacent to the intersection. <br />Councilman Steele objected to the idea of displaying <br />advertising flags on top of the building, in this <br />case they are affixed to the top of the pylon, and felt <br />that the Council would def eat its -purpose in restricting <br />large advertising signs, etc., by allo~Ting the placement <br />of advertising type flags. <br />SIGN VARIANCE -CLARK'S <br />SUBP!ARINE SANDi~TICHE S, INC . <br />
