P?INiJTES OF REGULAR COUNCIL riEETING FALCON HEIGHTS, P4INNESOTA APRIL 25, 197l~ 1 3 A regular meeting of the Falcon Heights City Council was called to order by Mayor Warkentien at 7:30 P.M. Mayor Warkentien, Councilmen Black, Ecklund, and Steele, PRESENT and Councilwoman Stocker. Also present were Clerk-Ad- ministrator Barnes, Engineer Lemberg and Attorne.R,~ Skor. None. ABSENT Councilman Ecklund moved, seconded by Councilwoman Stoc?:er, MINUTES to appro~re the minutes of the meeting of April 11, 1971, as corrected. Motion. carried. Councilman Black presented the application for a sign variance as submitted by Clark's Submarine Sa.nd4,riches, Inc., to be located on the southeast corner. of Larpen- teur and Snelling on the Gu1.f Oil property. It was proposed to place lettering on the building on the pylon 1a' x 12', on the front of the building 3' x 31~', and on the side of the building 3' S3' , v~~hich t~rould be in excesG of the permitted sign area. Councilman B1aek read the minutes of the Falcon Heights Planning Commission *ahich convened on the l7th day of April, 1971, and recommended approval of said variance. The Planning Commission also discussed their concern with the parking problem which they brought to the Council's attention. Present for discussion were Clark Armsteaci, Donald Evans, Roger Gamme1, and Richard Malone, representing Clark's Submarine Sandwiches, Inc. A brief discussion and presentation of the plans for the building, try ffic ingress and egress, lighting, parking and landscaping plans was made by Mr. Armstead. Mr. Armstead stated that they hope that their business could be the start of redevelopment for the business district, and that they would be willing to trork with the Council, the Businessmen's Committee, and the Shoir~ing Center Committee in their efforts to restore the business district. He also stated that by closing off one entrance on Larpenteur Avenue, and one entrance on Snelling Drive, it would alleviate traffic congestion on the southeast streets adjacent to the intersection. Councilman Steele objected to the idea of displaying advertising flags on top of the building, in this case they are affixed to the top of the pylon, and felt that the Council would def eat its -purpose in restricting large advertising signs, etc., by allo~Ting the placement of advertising type flags.
