T~IINUTES OF REGULAR COUv'CIL i~~ETING FAI,COi`1 HEIGHTS, T~~T3PIESOTA AtTGUST ^c2, 1971G 7 4 :~ A regular meeting of the Falcon Heights City Council was called to order by Mayor Z°'arlcentien at X3:00 P.l~. rlayor ZTarkentien, Councilmen Black, Ecklund, and PRESENT Labalestra. Also present were Clerk-Administrator Barnes, Engineer Lemberg and Attorney Kenefick. Councilman Steele due to an illness in the family. ABSENT Councilman Black moved, seconded by Councilman Ecklund, MINUTES to approve the minutes of the regular meeting of August 8, 197+. Motion carried. Councilman Ecklund moved, seconded by Councilman Black, to approve the minutes of the special meeting of July 1, 197}, as corrected. Volin, State Fairgrounds (8) T~iotion unanimously carried. Dean Anklan, Ramsey County Engineer, was present to PARKI"dG - LARPEI`,ITEUTi?. AVETNE discuss the possibility of a11o~*ing parking on Larpen- teur Avenue, :east of Snelling Avenue between Albert and Hamline. He stated that there might be a slight chance that funding from the federal government coul d be provided if an evaluation was made shoring that parking on Larpenteur is f easible, or from the Ramsey County Board of Commissioners if it deemed the project a necessity. He did state that there was a considerable cutback in funding by the federal government which prevented Ramsc*y County from completing the TOPICS Program as planned, and that funding is now very limited. It was also stated that because Laroenteur Avenue is an arterial roadway and heavily traveled, that parking would cause congestion in the area. If the boulevard area Vias reduced to provide parking area for the residents, parking would probably need to be limited during peak hours of traffic and the cost of providing parking would be the obligation of the City and the residents. Engineer Lemberg explained that Municipal State Aid Funds could be used for a project of this type. P•ir. Anklan also stated that if the boulevard was used for parking, it would decrease the space needed for storage of snots in the winter. No action was taken on the matter, until a later date. The Council also requested that I~ir. An'..{lap look into the FRY STREET MEDIAN possibility of obtaining a cut in the median on Larpenteur Avenue in front of the driveway of the Fry Street Apart- ments to procure access for the Fry `s`treet Apartment parking lot.
