T~IINUTES OF REGULAR COUv'CIL i~~ETING <br />FAI,COi`1 HEIGHTS, T~~T3PIESOTA <br />AtTGUST ^c2, 1971G <br />7 4 :~ <br />A regular meeting of the Falcon Heights City Council was called to order by Mayor <br />Z°'arlcentien at X3:00 P.l~. <br />rlayor ZTarkentien, Councilmen Black, Ecklund, and PRESENT <br />Labalestra. Also present were Clerk-Administrator <br />Barnes, Engineer Lemberg and Attorney Kenefick. <br />Councilman Steele due to an illness in the family. ABSENT <br />Councilman Black moved, seconded by Councilman Ecklund, MINUTES <br />to approve the minutes of the regular meeting of August <br />8, 197+. Motion carried. <br />Councilman Ecklund moved, seconded by Councilman Black, <br />to approve the minutes of the special meeting of July <br />1, 197}, as corrected. Motion carried. <br />2~Zayor Warkentien moved, seconded by Councilman Labalestra, CIGARETTE LICEPISE REPIEF.'ALS <br />to approve the fo11o~~.ng Cigarette License renewals for <br />the period of July 1, 1974 through June 30, 1975 <br />Bart Blinstrup, State Fairgrounds <br />ti~1i11iam Segal, .`Mate Fairgrounds <br />Charles J . Volin, State Fairgrounds (8) <br />T~iotion unanimously carried. <br />Dean Anklan, Ramsey County Engineer, was present to PARKI"dG - LARPEI`,ITEUTi?. AVETNE <br />discuss the possibility of a11o~*ing parking on Larpen- <br />teur Avenue, :east of Snelling Avenue between Albert <br />and Hamline. He stated that there might be a slight <br />chance that funding from the federal government coul d <br />be provided if an evaluation was made shoring that <br />parking on Larpenteur is f easible, or from the Ramsey <br />County Board of Commissioners if it deemed the project a <br />necessity. He did state that there was a considerable <br />cutback in funding by the federal government which <br />prevented Ramsc*y County from completing the TOPICS <br />Program as planned, and that funding is now very limited. <br />It was also stated that because Laroenteur Avenue is an <br />arterial roadway and heavily traveled, that parking would <br />cause congestion in the area. If the boulevard area Vias <br />reduced to provide parking area for the residents, <br />parking would probably need to be limited during peak <br />hours of traffic and the cost of providing parking would <br />be the obligation of the City and the residents. Engineer <br />Lemberg explained that Municipal State Aid Funds could <br />be used for a project of this type. P•ir. Anklan also stated <br />that if the boulevard was used for parking, it would decrease <br />the space needed for storage of snots in the winter. <br />No action was taken on the matter, until a later date. <br />The Council also requested that I~ir. An'..{lap look into the FRY STREET MEDIAN <br />possibility of obtaining a cut in the median on Larpenteur <br />Avenue in front of the driveway of the Fry Street Apart- <br />ments to procure access for the Fry `s`treet Apartment <br />parking lot. <br />
