<br />MINUTES OF REGULAR COUNCIL MEETING <br />FALCON HEIGHTS, MINNESOTA <br />NOVEMBER 14, 1974 <br />A regular meeting of the Falcon Heights City Council was called to order <br />by Mayor Warkentien at 7:30 p.m. <br />Mayor Warkentien, Councilmen Black, Ecklund, Steele, and <br />Labalestra. Also present were Clerk-Administrator Barnes, <br />Engineer Lemberg, and Attorney Kenefick. <br />None. <br />Councilman Ecklund moved, seconded by Councilman Labalestra, <br />to approve the minutes of the meeting of October 24, 1974 as <br />corrected. Motion carried. <br />Councilman Black moved, seconded by Councilman Labalestra, <br />to approve General Corporate License No. 298 for the <br />University of Minnesota Forstery Club Christmas Tree Lot. <br />Motion carried. <br />Councilman Black moved, seconded by Councilman Steele, to <br />approve the variance request of Robert A. Videen for the <br />redwood fence, as received from the Planning Commission. <br />Motion carried. <br />Councilman Labalestra asked that his variance request for <br />an addition and remodeling of his home be deferred at this <br />time. <br />1 <br />The proposed subdivision of the Thatcher property was <br />discussed, and the letter of October 30, 1974 from Engineer <br />Lemberg, which had two recommendations, was read. Size of <br />lots and storm drainage were a concern of the Council, and <br />Clerk-Administrator Barnes was directed to inform iiichel's <br />Construction, who represents Mr. Thatcher, of the recommen- <br />dation and the requirements for subdividing, <br />Attorney T. J. Salmen, representing Mr. and Mrs. Nestor <br />Riviere, appeared before the Council to discuss several <br />issues that the Rivieres' are concerned about in respect <br />to nuisance, liability, and property damage when children <br />play on the City owned property east and adjacent to their <br />property at 1958 Summer. It was noted that there was a <br />sign ;laced on the property that permits recreational <br />activities to be conducted during daylight hours. Attorney <br />Salmen suggested that there be a "no trespassing" sign <br />placed on the property and that qualified officials of the <br />city patrol and enforce it. <br />Attorney Salmen also suggested that the adjacent property <br />owners be permitted to maintain and landscape the property <br />in such a manner which would minimize the use of the property <br />for recreational purposes. <br />PRESENT <br />ABSENT <br />MINUTES <br />UNIVERSITY OF MINN. <br />FORSTERY CLUB GENERAL <br />CORPORATE LICENSE NO 298 <br />ROBERT A.
