2839 <br />SPECIAL MEETING OF JANUARY 16, 1969 <br />The special meeting of January 16, 1969 was called to order at 8:00 P.M. with <br />the following members present: Mayor Tr~arkentien, Clerk Taylor and Councilmen Black, <br />Stone and Ecklund. Also present was Attorney Seed. <br />Fire Department As a starting point, Attorney Seed advised the Council <br />Relief Association to place a maximum on each benefit. <br />Legislation: <br />Section 2 deals with the Pension for firemen. The Pension <br />would be $x.00 for each year of service or a maximum total <br />of $10,000. To qualify :for the Pension, the fix~en must <br />be 50 years of age with at least 20 years of active duty <br />or more with the fire department. <br />Sickness and injury benefit is $5.00 per day but no longer <br />than 12 weeks unless it was in the line of duty. Presently, <br />there is no provision for volunteer firemen who are injured <br />in the bne of duty. They would receive the $5.00 per day <br />for 12 weeks and then nothing as it now stands. <br />It was suggested that the volunteer firemen who are disabled <br />in the line of duty receive a pro-rata pension according to <br />their years of service in the department, They could not <br />collect, however, until the age of 50. At that time, they <br />would receive preferably a lump sum apportioned to his number <br />of years of service. <br />Death Benefit - Helbig advised the Council that at this time <br />the volunteers perfer to have a lump sum death benefit in <br />the amount of $2,000 instead of the widow benefit. It does <br />not, nor does it intend to, take care of any children. <br />He also advised that tY~e current by-law provides for <br />$750.00 funeral benefit out of the line of duty before retirement. <br />$1,000.00 death benefit in the line of duty before retirement. <br />$2,000.00 death benefit after retirement. <br />The lump sum goes to the widow or children. <br />Section 7, Page 5 deals with the conversion to a Metropolitan <br />Fire Department; this is only a possibility at the present time. <br />The Council asked Chief Helbig what happens to the Relief <br />Association Fund (RAF') upon discontinuance of the department. <br />He stated that upon disbandment, it would go to the fire <br />department. The Council wanted to know if the department <br />were disbanded, if all the funds could be divided up according <br />to the months and years of service to the department. The <br />Attorney suggested that this be expressly provided for.. <br />Those on duty and in good standing at the time of disbandment <br />would qualify but those receiving a full-time pension at that <br />time would have to have a provision covering them. It was <br />decided that no provision would be put in to provide for this <br />possibility of discontinuance of the department. <br />Helbig was asked what the possibility was of member contribution <br />to the RAF. He replied that at the present time, the Fire <br />Department writes a check for $2.00 a member per year to the RAF. <br />
