REGULAR MEETING OF MARCH 13, 1969 <br />1 <br />1 <br />1 <br />2860 <br />The regular meeting of March 13, 1969 was called to order at 7:00 P.M. with the <br />following meanbers present: Mayor Warkentien, Clerk Taylor, Councilmen Stone, <br />Black and Ecklund. Also present were Attorney Seed, Engineer Lemberg and Treasurer Olsen. <br />Minutes: Stone maned, Black seconded that the minutes of the Meeting <br />of February 27, 1969 be approved as corrected. Motion was <br />carried unanimously. <br />Credit Memo frcan <br />Northland <br />Insurance: <br />Stone moved, seconded by Ecklund that the minutes of the <br />Public Hearing on Storm Sewer Project 1969-1 held March 6, 1969 <br />be approved as corrected. Motion carried ~uianimously. <br />A Credit Memo was received fran Northland Insurance indicating <br />that as of January 1, 1969, we have a credit of $1,572.00 for <br />Worlcmen~s Compiensation. It is due to changing the Fire Department <br />to a 100 Volunteer Organization. <br />Public Hearing continued at 8:00 P.M. on Storm Sewer Project 1969-1 in northwest <br />corner of the Village. <br />Brad Lemberg: Under this storm sewer project, the County hasn~t been notified <br />by Roseville. The County has lead us to believe that unless <br />we go along with it, it won't be done. They are not upgrading <br />until the catch basins are in. The County is having Mr. Floyd <br />Snyker, Assistant County Engineer, come up tonight. <br />Attorney Seed: If the road were to obstruct the natural flowage and cause it <br />to back up, then the County would have an obligation to keep t~ <br />drainage as it was prior to the roads construction. The <br />property owners could have a cause of action. <br />Brad Lemberg: The road caused no drainage problem until the development of <br />that area. When the developer filled the area, he put in the <br />minimum amount of fill and, consequently, some of the lots are <br />below maximum grade. We are dumping out water without authorization <br />with that culvert. If the County participates, it will put the <br />catch basins in along its right-ofway. <br />Engineer Lemberg Previously, we would be paying $].1G,000 to Roseville to provide <br />to Residents: drainage to the northwest corner. The question was raised as <br />to what the County would do ~,rith RASelawn. Since the last <br />meeting, we have seen Roseville's plans. They do not show <br />catch basins on Prior and Autumn along Roselawn and removing <br />the existing culvert put in a couple of years ago. It is the <br />assumption that the County and Falcon Heights are going in. <br />Fairview and Tatum has a stub for a manhole on Prior. We would <br />still basically have the over-the-ground flow as we do now. Again, <br />I say that this is with the assuu~tion that Falcon Heights and <br />the County are going. <br />Martin Joyce: I am on the Maplewood Village Council and an Attorney engaged <br />by some of the residents of the northwest area. I can readily <br />understand. your position here due to my experience in Maplewood. <br />This is the type of thing that people fail to see the benefit <br />of. Obviously, the people can only take so much because of the <br />property tax and one assessment after another. Would the County <br />allow us to participate in this type of project if there would <br />be an accumulation of water on their right-of moray? <br />
