2976 <br />MEETING OF APRIL 23, 1970 <br />1 <br />u <br />~~ <br />The regular meeting of April 23, 1970 was called to order at 7:00 P.M. with the <br />following members present: Ma3ror Warkenti~, Clerk Taylir, Councilmen Black, <br />Eckltmd and Stone. Also present was Treasurer Olsen. Attorney Seed arrived at <br />7:115 and Engineer Lemberg at 8:115 P.M. <br />Minutes: Black moved that the mixmtes of the April 9, 1970 meet- <br />ing be approved as corrected. Ecklund seconded and the <br />motion carried. <br />Annual Sheriff's Ecklund read the annual S''heriff' s Report for 1969. <br />Report <br />Volunteer Fireman Ecklund moved that the application of John M. Holmgren, <br />Application: 171111 North Pascal for the position of volunteer firesaaa <br />for the Village, be approved, subject to his passing a <br />physical and the usual six months probationary period. <br />Black seconded and the motion carried. <br />Fire Report: Ecklund read Fire Report No. 9. <br />Pollution Control Warkezrtien read a PROPOSED MAYORS' PROCLAMATION announce- <br />Programs: meat declaring the week of April 19-25, Enviro~aental <br />Awareness Week, and urging the citizens of our commnuni.ty <br />to take advantage of the educational opportunities offered <br />in the Twin Cities area to participate in the pollution <br />control programs to meet the problen. <br />Court Costs - Stone moved the adoption of Ordinance No. 102, AN ORDIN- <br />Ordinance No. 102: ANCE PRESCRIBING THE ADDITION OF COSTS OF PROSECUTION TO <br />PENALTIES FOR VIOLATION DF' EXISTING ORDINANCES. Warkentien <br />seconded and the motion carried. <br />Application for Mr. Richard Magnuson, 1810 Holton Street, appeared at the <br />Conditional Use: Council meeting to discuss the construction of a temporary <br />parking space of brick, on the boulevard of his property <br />ad3oining the regular driveway, to park a third vehicle. <br />The application will be referred to the Plaruv.ng Commission <br />for consideration and recommendation. <br />Application for Mr. Richard Alberg, Manager of the Falcon Oil Company, <br />Conditional Use: 1350 West Larpenteur Avenue, appeared before the Council <br />to submit an application for a conditional use permit anti <br />to discuss the construction of a one bay one minute car <br />wash adjoining the present gasoline station. Mr. Druck, <br />Attorney, Mr. Donald Ringrose, Engineer, and Mr. Ed Bather, <br />of Ed Bather & Associates, were also present, and ii.scussed <br />at length the operational. procedures of the proposed car <br />wash, and complete drawings of the plans were shown. <br />Imtaediate neighbors present to object because of added <br />noise, pollution, added traffic and also steam damage to <br />their homes were: Mr. Earl Clenanent, 135u trJ~st Larpenteur <br />Avenue, Marvin DeMartino, 13115 West California Avenue, and <br />
