1899 <br />REGULAR MEETING APRIL 21~, 1963 <br />The regular meeting was called to order at 7:00 P.~4. with the following <br />members being present: Harold G. Nilsen, Mayor; George Shavor, Trustee; <br />Willis Warkentien, Trustee; Charles Stone, Trustee; and W. A. Mortenson, <br />Clerk. Also present were: Brad Lemberg, Village Engineer; t~illiam Olsen, <br />Treasurer; tiichael Galvin, Village Attorney. <br />The minutes of the. regular meeting of April 10th were redewed with <br />corrections to be made. <br />Mrs. Stuart J. Allen, 1201 Fifield, was present as a representative of the <br />League of Women Voters. <br />Civil Defense: A letter was read from J. D. Swan, Executive Secretary <br />to the Board of Gounty Commissioners, asking that we, <br />as the governing body of our municipality, take formal <br />action to officially notify the Board of County Com- <br />missioners as to our favoring or opposing the combin- <br />ation of the administrative facilities of the Ramsey <br />County Civil Defense with that of the City of St. Paul. <br />Before vote is to be taken information as to any ex- <br />pense or responsibility entailed will need to be answered <br />and the subject was tabled until the next regular meeting. <br />Polk Directory A solicitation by the Polk Directory for a special com- <br />Listing: munity listing in the St. Paul Directory at a cost of <br />X17.00 was not approved. <br />Traffic Control: Mayor Nilsen reviewed a letter from Mr. E. J. Pennig, <br />1795 Fry, regarding traffic control suggestions for <br />Snelling and Larpenteur Avenues including a diagram of <br />recommended changes to be made. It included cutting <br />back of the ~Rislands~~ relocating of signal standards, <br />and left turn controls on an ~~arrow on1y~~ for both <br />streets. <br />Roberts Rezoning The report of the Planning Commission on the application <br />Applications for rezoning from R3 to B2 of the Roberts property on <br />the N. W. earner of Fairview Avenue and Larpenteur was <br />read. A public hearing was held by the Planning Com- <br />mission on April 17th to consider the petition. Resi- <br />dents of the area opposed the petition at the hearing, <br />fourteen speaking against it, and one in favor, The <br />Midwest Planning and Research, Inc. report advised <br />against rezoning. The Planning Commission therefore <br />recommended to the Village Council that the petition be <br />denied. <br />At this point, dir. John Daubney, attorney, representing <br />the Roberts property, asked for the withdrawal of the <br />application for rezoning, and submitted an application <br />for an apartment of 16 units to be built by Mr. Roberts <br />on the same property. <br />
