<br />The regular meeting was called to order at 7s00 P.M. Thursday, March 2lt, 1966.
<br />Said meeting was postponed from March 23, 1966 due to weather conditions and
<br />heavy snow that fell that day. The following members were present: Mayor
<br />Nilsen, Trustees Black, Stone and Warkentien, Absents Clerk Strandquist.
<br />Also present were Z~easurer Olsen, Engineer Lemberg and Attorney Galvin.
<br />Minutes Stone moved, seconded by Black that the minutes of the
<br />meeting of March 9, 1966 be approved,
<br />Sumner Hood Mr. Sumner Hood who resides at 1597 Hollywood Court was
<br />1597 Hollywood Ct. present to air his views about police department personnel.
<br />Police Department He was advised that before action can be tak en by the Council,
<br />Personnel= a written complaint must be submitted over his signature.
<br />Kenneth Quarn Kenneth Quarn, Maintenance Department, was present to
<br />Maintenance Dept. review activities in that department.
<br />Larpenteur Manor, Black introduced the following resolution and moved its
<br />Inc. -Construction adoptions
<br />of 120 Units of
<br />Apartments on WHEREAS, on March 9, 196,5, Larpenteur Manor, Inc,
<br />former K311mer presented to the Village Council of the Village of Falcon
<br />Nursery Propertys Heights a request for variance and conditional use permit
<br />.for that property formerly owned by Killmer Nursery more
<br />fully described in the application for said permit, and
<br />WHEREAS, said conditional use permit is for a multiple
<br />dwelling as permitted and regulated in R-3 districts within
<br />sub3ect property which is zoned B-1 A, and
<br />WHEREAS, said variance permit is for permission to
<br />build garages within five feet of the side lot lines of
<br />said property, and
<br />WHEREAS, the Village Council referred said application
<br />to the Planning Commission pursuant to Ordinance No. 6l~, and
<br />WHEREAS, the Falcon Heights Planning Commission met
<br />on Monday evening, March 21, 1966, and reviewed the appli-
<br />cations for variance and conditional use permits, and
<br />WHEREAS, a written report of the Planning Commission
<br />approving said applications for variance and conditional
<br />use, dated March 21, 1966 has been delivered to the Village
<br />Council, a copy of which report is on file in the office of
<br />the Clerk, and
<br />WHEREAS, the Village Council has reviewed the appli-
<br />cations for variance and conditional use in light of the
<br />recommendations of the Planning Commission, the effect of
<br />the proposed variance upon the health, safety and welfare
<br />of the community, existing and anticipated, traffic conditions:
<br />light and air, danger of fire, public safety, the effect on
<br />various properties in the surrounding area, and the effect
