REGULaR "~,tEETING THURSDAY MARCH 13, 1956. ~ 6"5 <br />Meeting was called to order at, 7:30 P. M., the following Council Members being <br />present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, <br />Trustee; and Paul Coppini, Trustee. Also present were Frank Graham, Village <br />Attorney, and Ethel E. Vdhite, Deputy Clerk and Deputy Treasurer. Absent: Wm. <br />R. Utecht, Clerk and Wm. E. Olsen, Treasurer. <br />The Minutes of the March 6th meeting were approved as submitted. <br />FINANCIAL The Village Financial Statement for 1957, in final proof form, <br />STATE~~tENT was presented to the Council and discussed. It was moved by <br />Nilsen and seconded by Shavor that it be approved and published <br />as required by law, Motion unanimously carried. <br />DRAINAGE There was a discussion regarding drainage along Garden. Village <br />Engineer Ljungren advised that inasmuch as Garden is a Coun ty <br />Street, he will request the County to dig the ditches out to a <br />depth of 2 or 3" below the culvert levels, and then put in 2 or <br />3" of black top in ditch bottoms. That should give good drainage. <br />It was recommended that Ljungren check the level of the culverts <br />and the ditches to see that they are lined. up so there will be <br />good drainage from Simpson to Hamline. <br />C0~?~4UATICA- Trustee Coppini showed a sample of a new form in triplicate, with <br />TIORTS carbon paper attached, to be used for inter-departmental communi- <br />cations. The Council, as a whole, approved of this form and it <br />was decided to requisition a supply. <br />C NIL There was a discussion regarding Civil Defense. Coppini suggested <br />DEFEDISE we contact Col. Sheehan, a village resident, whom he felt to be <br />well qualified and willing to "head" our Civil Defense Program. <br />It was agreed that Coppini should contact Col. Sheehan and report <br />to the Council. <br />A4ISCL. There was a ,general discussion regarding traffic signs, speed <br />limits ,_ hours of policing, court procedure, etc. It was decided <br />the signs at Farmer's Union, which read "No parking at any time" <br />be removed and replaced with new signs, set back about 20 feet <br />• from the corner, reading "No Parking from Here to Corner". <br />Trustee Warkentien pointed out that the shifts for the day time <br />policemen start at 9:30 or 10:00 A. M, and continue for 6 hours, <br />except for one day every six weeks when Officer Ken Schmidt works <br />the 'Graveyard" shift for the County. Dachtera starts his night <br />shift at 7 and stays on until 11 or 12 depending on the situation. <br />Public Safety Commissioner Arndt is doing to observe traffic for <br />The State Highway Department next week and will check Roselawn. <br />At present, he doesn't think it would do any good to post a 35 <br />mile limit on Roselawn. He feels it is too slow and people would <br />disregard it. It"was agreed to put "Stop Signs" on Autumn and <br />Prior at Roselawn. <br />CURBING Regarding the concrete curbing on Hoyt Avenue from S. V~. Corner <br />HOYT AVE. of lot 1, Blk. 8, Northome 2nd Addition to Pascal Avenue, Village <br />Engineer Ljungren suggested we contact "~:~~r. Robert Pugleasa, 1523 <br />W. Hoyt, and ~~2r. H. N. Gammel, 1535 W. Hoyt, and advise them that <br />we recommend that the construction of this curb be delayed until <br />such time as the City of St. Paul completes the construction of <br />the storm sewer on Hoyt Avenue which they anticipate starting in <br />August, 1956. <br />
