Z~~-S <br />REGULAR MEETING JANUARY 22nd, 1959. <br />";geeing was called to order at 7x00 P. M., the following Council Members being <br />present: Harold C. Nilsen, Mayor; Geo. J. Shavor, Trustee; Willis Warkentien, <br />Trustee; Paul Coppini, Trustee and Wm. R. Utecht, Clerk. Also present were Frank <br />N. Graham, Village attorney, Wm. E. Olsen, Treasurer, Nick Christensen, Building <br />Inspector, Vern L~ungren, Village Engineer and Ethel E. i~Thite, Deputy Clerk and <br />Deputy Treasurer. <br />The Minutes of the Special Meeting of December 29th were approved as submitted. <br />The ~.4inutes of the Regular Meeting of January .8th were approved as submitted. <br />1 <br />Paid. It was moved by Warkentien, seconded by Utecht and unanimously <br />Holidays voted to set the six following holidays as Paid Holidays at <br />regular straight time, or an equal amount of compensatory time <br />for all full-time policemen: .New rears L'ay, Decoration Day, <br />ltth of July, Lahor Day, Thanksgiving and Christmas. <br />Policing There was a general discussion regarding policing. The following <br /> points were brought out: On Saturday, January 17th, the Falcon <br /> Heights squad car , mar;ned by Officer LeRoy Humphrey, was ob- <br /> served in front cf Dachtera's house ?t )x:00 P. M. It was still <br /> there at I~:25 and„emained there until 4:1t0. The log sheet for <br /> that day does not conform with the report received .from the <br /> Sheriff's Despatcher. The log indicates that during the time in <br /> question, the squad car was patrolling the streets. T'~.e Sheriff's <br /> P..enort indicates the car was not out of service and shows a call <br /> at 11:13. The log indicates no such call, The matter was <br /> referred to Warkentien for investigation. <br /> A citizen reported his car had been seriously and deliberately <br /> damaged by two kids in a Plymouth with twin tail pipes while it <br /> was parked along the street by the Idaho Skating Rink. Officer <br /> Dachtera took the information, but did nothing about it and the <br /> matter was turned over to Officer Johnson a couple days later. <br /> by the Police Commissioner. People who have no legitimate business <br /> in-the squad car have been riding as passengers with Officer <br /> Dachtera. Officer Dachtera has been insolent in his manner and <br /> making derogatory remarks about Village Of~'icials to the general <br /> public. It was recommended that Warkentien get in touch with <br /> Officers Dachtera and Johnson and ask tha+., they appear at the <br /> next Council Meeting, January 29th, at 7:00 P. M. regarding <br /> uniformity of operations. <br />Ramsey Co. Letter of January l~.th from Harry S. i?ronson, County Engineer, <br />"umping Sta. was read. It stated that the lift station and force main has been <br />Gottfried installed on the north side of Larpenteur Avenue, west of Fernrvood. <br />Pit The installation was financed by Ramsey County. Our agreement was <br /> to reimburse the county for 1/3 of the: cost which amounts to <br /> X13,969.65. Vern L~ungren advised the Council that at the time this <br /> installation was under discussion, Bronson told him he thought <br /> financing could be arranged by paying 1/3 of our share each year <br />• until we had completed payment. rttorney Graham will contact <br /> Bronson and try to arrange for three payments of 1/3 each, a year <br />• apart, with the thought in mind that the Village will pay 1/3 <br /> this year, and the balance next year, if finances permit. <br />
