1201 <br />SPECIAL MEETING APRIL 1lt, 1959. <br />Meeting was called to order at'7s~0 P. M., the following Council Members being <br />present: Harold C. Nilsen, Mayor; George Shavor, Trustee; Willis Warkentien, <br />Trustee; Paul Coppini, Trustee and Wm..R. Utecht, Clerk. Also present were the <br />Members of the Planning Commission and Ethel E. White, Deputy Clerk and Deputy <br />Treasurer. Absent: Wm. E. Olsen. <br />Professional Howard Dahlgren, of Carl L. Gardner & Associates, ran slides <br />Planning. showing sites they had planned for various surrounding communities. <br />Carl L. Gardner He also advised that they have done work for about 15 communities. <br />& Associates. It was their firm that took over the Roseville planning and com- <br />• plated it. They do not do arty private work where they are working <br />for a community. When they are called in to make recommendations <br />on a site, they take panoramic pictures and send a report showing <br />pertinent factors inwolved so the Planning Commission can make <br />intelligent decisions. They will work either on a fee basis or a <br />monthly basis. Mr. Dahlgren estimated it would take about six <br />months to come up with a complete survey and layout of our village. <br />Industrial Mr. ~ Mrs. Jos. Stern, 1724 Colfax Avenue, So., Minneapolis, <br />Zoning appeared at the meeting. Mr. Stern referred to his letter of April <br />12th wherein he stated he was interested in the property at 1695 No. <br />Clevland which is now zoned industrial. He would like to establish <br />a small hardwood lumber business in the rear yard of the present <br />dwelling. Except for possibly improving the grading is the front <br />yard of the home and building a small, well-made lumber shed in the <br />rear of the property, he would leave the construction of the build- <br />ings much as they are. He would like to establish a small cabinet <br />shop in the warehouse building presently at the rear of the property <br />in addition to storing some lumber therein. He does not foresee any <br />great amount of traffic in or out. At present he operates 1 pick-up <br />truck and 1 one-ton truck. Approximately once a week a two-ton <br />truck may deliver lumber to him. <br />The Planning Board recommended, inasmuch as we are considering <br />hiring a Professional Planner, that this matter be referred to him. <br />Also that the matter of rezoning the rest of the property along <br />Cleveland to' Industrial be considered. <br />Mr. Cartwright suggested that the Council retain a planner for this <br />and similar matters as they come up, also an over-all plan. The <br />other members of the Planning Board. agreed with Mr, Cartwright. <br />It was moved by Utecht, seconded by Coppini and unanimously voted <br />that Howard Dahlgren, representing Carl L. Gardner ~ Associates, <br />100 Metropolitan Building, Minneapolis, 1, Minnesota, be hired for <br />the purpose of resolving the question of the Wm. Lindig property <br />and the proposal of Joseph Stern as soon as possible; and be in- <br />vited to submit his proposal for the over-all planning of the <br />Village. Mr. Dahlgren to send his proposals to the Planning Board, <br />with copies to the Village Council. <br />Arthur Lindig There was a diseussian regarding the Arthur Lindig property. Art <br />Property Lindig advised: He plans to plat his land into residential lots. <br />The County will fill the low spot when they cut down Larpentet:r Ave. <br />He expects they will eliminate drainage trouble with the filling and <br />the lowering of Larpenteur. He thinks the people on Fairview are <br />ready to sell the back half of their lots. He also thinks he can <br />get an easement for half a road from them. Otherwise, he will dust <br />
