SPECIAL HARING 7/1359 <br />The Special Hearing on the Water Main Extension was called to order at 7s1t5 P. M.,~ <br />the following Council Members being presents Harold C. Nilsen, Mayor; Geo. 5havor, <br />Trustee; Willis Warkentien, Trustee and Wm. R. Utecht, Clerk. Also present were <br />Vern Ljungren, Village Engineer; Frank N. Graham, Village Attorney and Ethel E. <br />White, Deputy Clerk and Deputy Treasurer. Absent: Paul Coppini, Trustee and Wm. <br />E. Olsen, Treasurer. A written roll call was taken and there were 2$ citizens <br />present. <br />Mayor Nilsen read copy of Notice as Published in the Rose Tribune, <br />Copy of Notice posted at the designated posting places and Affidavit <br />of Posting. <br />Nilsen said the extension of the roster main on Larpenteur Avenue <br />has been under discussion for along time. Now that we have per- <br />mission from the City of St. Paul to extend the water lines we think <br />the time to lay it is before the Larpenteur Avenue Improvement is <br />completed. Nilsen read the letter from the University of Minnesota <br />in which they said they were xell taken care of as far as their <br />water needs rorere concerned; that they also had an emergency arrange- <br />ment with the City of St. Paul and that they were not interested in <br />the extension of water on Larpenteur Avenue and would not benefit <br />from it. <br />Engineer Ljungren presented the public with copies of an information <br />sheet showing estimated costs. <br />Financing was discussed. It was pointed out that the total cost <br />would be approximately ~657,338.~. There would be !~6l~0' of line <br />from the center of Snelling to the point 726' east of the center line <br />of Cleveland Avenue. Of this total footage, there would be 3986' <br />of benefited property to be assessed at X7.25 per front foot; the <br />balance to be put on general taxes and paid back by a system of <br />connection charges when the lines were extended and service connec- <br />tions made. It is anticipated that the interest rate will be 6~ <br />and that bonds will be financed over a 20 year period. <br />~-Z r- ,~. <br />~. a.;; ~ <br />The pressure at the end of the line would be about 21#. The nursery <br />men felt this would not be sufficient. Ljungren replied Commissioner <br />Rosen of St. Paul and Leonard Thompson of the St. Paul Water Depart- <br />ment had indicated their approval of the installation of a !6100,000. <br />water tank, probably back of the Village Hall, and the possibility <br />of selling water to the Village of Falcon Heights at a wholesale <br />rate, the Village to bill and collect water bills from it's residents. <br />It was also pointed out that with the additional pressure, we in the <br />Village should be able to reduce meter sizes, and water charges <br />thereby, making it possible to recover the cost of the tank and <br />necessary equipment and services. <br />Inasmuch as there will be an ample supply of water' it was suggested <br />that the pressure could be taken care of by installing a pump in the <br />line until such time as the over-all plan could be submitted to the <br />citizens of the entire village and a vote taken. Glen Fadden, 1735 <br />St. Mary's, said this would be practical, inexpensive and entirely. <br />satisfactory. It is being done all the time. Ljungren agreed. <br />It was suggested by some of the citizens that we proceed with the <br />over-all plan immediately but they were advised it wasn't fair to <br />ask people who had just invested in new homes with new pumps to pay <br />
