1573 REGULAR MEETING MARCH 9, 1961. Meeting was called to order at 7:00 P. M., the following Council Members being present: Harold C. Nilsen Mayor; George J. Shavor, Trustee; Willis War~tien, Trustee and W. A. Mortenson, Clerk. Also present were Frank N. Graham, Village Attorney, Wm. E. Olsen, Treasurer; Otto Bonestroo, Engineer; and Ethel E. White, Deputy Clerk and Deputy Treasurer. Absent= Paul L. Coppini, Trustee. The Minutes of February 23rd were approved as submitted. Load Limit Clerk Mortenson reported all Village streets were posted for three ton axle load limit. Platting The Deputy Clerk was instructed to write the Platting Commission, thanking them for the copy of the Lindig Plat; and adv3.sing them that there are some things that must be considered in accordance with our regulations and that the plat had been referred to the Planning Commission. Zoning, The Deputy Clerk was instructed to write Mr. Weigt informing Ernest Weigt him that the Planning Commission concurs with the Council Property that no rezoning should be done before the Zoning Plan is completed and Public Hearings held. Plumbing & Sexer Licenses Signs, Repair Northome Shop. Center Clerk's Short Course Letter from Attorney Earl Anderson was read and filed. Letter from Northome Shopping Center, Inc., requesting permit to modernize and repair their signs was read and referred to the Planning Commission. It was moved by Nilsen, seconded by Shavor and unanimously voted that Clerk W. A. Mortenson attend the Clerk's Short Course and that his expenses be paid. State fide It was moved by Warkentien, seconded by Nilsen and unanimously Planning voted that the Village pay the expenses for as many members Conference of the Planning Commission as find it possible to attend the Statewide Planning Conference to be held at the University of Minnesota, Monday, March 20th. Tree Spraying Mr. Carpenter, Minnesota Tree Service, lt601 Excelsior Blvd. was present. He estimated it would cost about 90¢ a tree to spray the trees in Falcon Heights with a dormant oil spray which should be done within the next 3 to 5 weeks, if found to be necessary. The Deputy Clerk was instructed to call Dr. Hard, Director of Plant Industry, University of Minnesota, for his recommendation. Traffic Wm. Broom, Garden and Asbury was present. He expressed his Control concern over the number and speed of cars using Garden Street as a "Thru-Highway" and suggested that "Stop" signs be placed at closer intervals to make the street less attractive to "Thru-Traffic". He was advised the Village would take a ~~~~ traffic count and consult with the Ramsey County Safety Engineer.
