MINUTES <br />SPECIAL CITY COUNCIL MEETING <br />NOVEMBER 19, 1986 <br />A special meeting was called to order at 7:00 p.m. by Baldwin. <br />ALL MEMBERS PRESENT <br />Baldwin, Chenoweth, Wallin, Hard, and Ciernia. Also present were Barnes, <br />Schroeder and Maurer. <br />CONSENT AGENDA APPROVED <br />Hard moved, seconded by Wallin, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF NOVEMBER 12, 1986 APPROVED <br />Chenoweth moved, seconded by Ciernia, approval of the Minutes of November <br />12, 1986. Motion carried unanimously. <br />APPROVAL OF AGREEMENT WITH RAMSEY COUNTY RELATING TO COST, MAINTENANCE, <br />AND OPERATION OF PRE-EMPTION SYSTEM ON LARPENTEUR AT ARONA <br />Ciernia moved, seconded by Wallin, approval of the agreement with Ramsey <br />County relating to cost, maintenance, and operation of the pre-emption <br />system on Larpenteur Avenue at Arona Street. Motion carried unanimously. <br />DISCUSSION - DEFINITION OF "FAMILY" IN CITY CODE - PRESENT CODE TO BE <br />ENFORCED <br />Schroeder explained enforcement o,f portion of the code could be challenged <br />as has been in the past, and if Council desires to reduce the number of <br />persons allowed in definition of "family" from four to two or three, there <br />must be some justification for the change. Council commented on the fact <br />that according to information obtained from other Minnesota communities, <br />the present city code is more restrictive than most, and discussed <br />possible legal ramifications, whether there is a need for a more detailed <br />ordinance, and specific goals of the code such as traffic control and <br />retaining the residential character of the neighborhood. Staff was <br />directed to enforce the existing code by notifying violators they must <br />come into compliance at the earliest date possible, such period not to <br />exceed six months. Schroeder will review the matter further for <br />discussion at a later meeting. <br />SNELLING AVENUE RECONSTRUCTION DISCUSSION <br />Bob Cartford, Assistant District Engineer, Tom O'Ryan, Design Engineer, <br />Jim Swanson, Site Engineer for the project, and Sue Kline, Hydrolygist, <br />for MN/DOT were in attendance to answer questions. <br />TOM O'RYAN reviewed and explained the plans for upgrading Snelling Avenue <br />from Como Avenue to Highway 36, and Tom Swanson informed they are doing <br />the two year project in one year to alleviate problems for residents and <br />businesses. <br />KEITH HEUER, 1840 N. SNELLING, asked how much lawn he will lose, and if <br />the trees will be replaced, and was informed the service road will be 4 <br />feet nearer the home, of which two feet is curb and gutter, and that some <br />trees will be planted twenty to thirty feet apart. <br />~~ <br />
