MINUTES <br />REGULAR CITY COUNCIL MEETING <br />DECEMBER 10, 1986 <br />A regular meeting was called to order at 7:00 P.M. by Baldwin. <br />PRESENT <br />Baldwin, Wallin, Ciernia, and Chenoweth. Also present was Barnes. <br />ABSENT <br />Hard. <br />CONSENT AGENDA APPROVED <br />Chenoweth moved, seconded by Wallin, approval of the Consent Agenda with <br />the removal of the Bonestroo statement. Motion carried unanimously. <br />MINUTES OF NOVEMBER 19, 1986 APPROVED <br />Ciernia, moved seconded by Chenoweth, approval of the Minutes of November <br />19, 1986. Motion carried unanimously. <br />WARMING HOUSE AT GROVE PARK TO BE DISMANTLED AND DESTROYED <br />Ciernia requested a formal action on the proposed removal of the Grove <br />Warming house as recommended by the Building Inspector, Fire Marshal, and <br />Park and Recreation Commission. He explained the intent is to have a <br />pleasure rink at the Grove Park this winter and a pole with a timed light <br />will be installed. Replacement of the warming house will be considered in <br />the next two years based on use of the rink. Ciernia moved, seconded by <br />Wallin authorizing Barnes to arrange for razing and disposal of the old <br />warming house after notifying the residents of 1666 Coffman. <br />MARY ANN WARK, 1588 NORTHROP, representing the Grove, thanked Council and <br />stressed the importance of the rink and warming house to Grove residents. <br />RESOLUTION ADOPTED RELATING TO 1986 REPORT OF THE STATE SHADE TREE <br />ADVISORY COMMITTEE <br />Ciernia commented on the report and sample resolution provided by local <br />resident Mark Ascerno, after which Ciernia moved, seconded by Wallin, <br />adoption of Resolution R-86-48. Motion carried unanimously. <br />RESOLUTION R-86-48 <br />A RESOLUTION REQUESTING SENATOR NEIL DIETERICH AND <br />REPRESENTATIVE JOHN ROSE TO CONSIDER THE RECOMMENDATION <br />CONTAINED IN THE 1986 REPORT OF THE STATE SHADE TREE <br />ADVISORY COMMITTEE <br />"NO U-TURN SIGN" AT FRY AND LARPENTEUR TO BE REMOVED <br />Baldwin presented a letter from Ernest D. Olsen, 1687 N. Fry, and a <br />petition signed by residents of the Fry Apartments requesting Council <br />consider removing the "No U-Turn" sign recently installed on Larpenteur <br />Avenue at Fry St. Lisa Olson, representing the Fry Apartment residents, <br />explained the sign has caused a hardship for apartment dwellers entering <br />the parking lot, and requested a remedy to the situation.
