MINUTES <br />REGULAR CITY COUNCIL MEETING <br />JULY 8, 1987 <br />Baldwin opened the meeting at 7:00 P.M. and recessed the meeting until <br />7:30 due to the lack of a quorum. Baldwin re-convened the meeting at <br />7:30. <br />PRESENT <br />Baldwin, Wallin, and Hard. <br />ABSENT <br />Chenoweth and Ciernia. <br />CONSENT AGENDA APPROVED <br />Hard moved, seconded by Wallin, approval of the Consent Agenda. Motion <br />carried unanimously. <br />MINUTES OF JUNE 24, 1987 APPROVED <br />Wallin moved, seconded by Baldwin, approval of the Minutes of June 24, <br />1987. Upon a vote being taken the following voted in favor thereof: <br />Baldwin and Wallin, and the following voted against the same: None. Hard <br />abstained. Motion carried. <br />DISCUSSION OF PROPOSAL FROM KENNETH L. MOSER, 1883 HAMLINE, RELATING TO <br />PROHIBITING FRONT YARD FENCES <br />Wallin explained Mr. Moser had attended the Planning Commission expressing <br />concern that his neighbor plans to erect a fence along the side lot to the <br />front lot line which in his opinion would diminish property values and be <br />unsightly. Following Planning Commission review, that body recommended <br />that Council consider amending the code to require not less than 60% <br />visibility through any front yard fence in residential districts. Council <br />discussed the matter and concurred it would be prudent to declare a <br />moratorium on construction of front yard fences to allow time to obtain <br />further information and thoroughly review the subject. Hard moved, <br />seconded by Wallin, adoption of Resolution R-87-26. Motion carried <br />unanimously. Staff was directed to obtain further information and make <br />recommendations to the Planning Commission. <br />RESOLUTION R-87-26 <br />A RESOLUTION DECLARING A MORATORIUM ON CONSTRUCTION OF <br />FRONT YARD FENCES IN RESIDENTIAL DISTRICTS, SUCH MORATORIUM NOT <br />TO EXTEND BEYOND OCTOBER 31, 1987 <br />LICENSE DENIED HIGHLAND PARK TREE SERVICE <br />Baldwin explained when the firm had previously applied for a license <br />Counc it had inf ormed the owner that upon having a clean record for a year <br />the license would be reconsidered, but the problems have continued to <br />exist. Baldwin moved, seconded by Hard, denial of the license. Motion <br />carried unanimously. <br />APPROVAL OF VARIANCE REQUEST FROM LUCILLE MARSHALL, 1391 W. IOWA, TO <br />CONSTRUCT A GARAGE 3 FEET FROM REAR LOT LINE <br />52 <br />Wallin moved, seconded by Hard, approval of the variance request as <br />
