<br />Due to Mayor Henry attending a funeral, Trustee Shavor, as Acting Mayor,
<br />called the meeting to order at 7:35 P.M.
<br />Minutes of Regular Meeting, August 15, 1951, and of Special Meeting,
<br />August 22, 1951, were heard and approved as read.

<br />Rekstad moved payment of bills, seconded by Shavor, and so
<br />ordered.

<br />Henry arrived at this point and assumed conduct of the meeting.
<br />Larpenteur R. A. Keller, of the Keller Corporation, representing David
<br />Villas Cartwright, 707 So. Wilder, St Paul, also present, who desires
<br />permit to build a home on the north 52.58 ft. of the Nest ~ of Lot 1,
<br />Larpenteur Villas, asked the Council to authorize issuance of
<br />a building permit. The Village Attorney was asked whether such
<br />a permit would be within the pr ovi si ons of the building code .
<br />Attorney Graham reported that since the property was platted
<br />prior to May 31, 1949, Sections 5 and ? of the Code tae applicable,
<br />and his opinion i~that the permit could be issued. Henry then
<br />moved that the building inspector be authorized to issue said
<br />permit to David Cartwrig ht, the home to face on Albert Street.
<br />Seconded by Shavor and motion carried unanimously.
<br />Barber Shop August A. Goettsch, 1607 Huron Street, St Paul, Minnesota, who
<br />on Hemline is considering the purchase of tY» Charles Dean home, 13?7 West
<br />proposed. Iowa, inquired regarding rezoning of the property to permit
<br />operation of a barber shop in the basement with entrance oaf
<br />Hemline Avenue. After discussion, it was suggested to Mr.
<br />Goettsch that he initiate a rezoning petition and that he try
<br />to secure signatures of 50 per cent of the property owners within
<br />500 feet.
