<br />Meeting called to order at 7:40 P.M., the folloxing council members being present:
<br />William R. Utecht, Mayor; George J. Shavor, Trustee; Harold C. Nilsen, Trustee;
<br />Willis Warkentien, Trustee; Clyde J. Stewart, Clerk. Also present: William E. Olsen,
<br />,Treasurer, and Frank N. Graham, Attorney.
<br />Minutes of regular meeting December 26, 1956; were heard and approved as read.
<br />Regn. #98 covering 1,000 imprinted envelopes for Clerk, 300 imprinted
<br />envelopes for Planning Commission, 250 official cards and
<br />75 postage stamps for Planning Commission, was read. Approval
<br />of same was ordered on motion by Utecht, seconded by Shavor.
<br />Sheriff's radio Chief Patrol Officer Milton Bohn's le tter of January 8, 1957
<br />system, rural pep~gtinformation requested by the Mayor on the Sheriff's
<br />Ramsey Co. proposed radio system for rural Ramsey County, xas read. The
<br />~+etter stated that they do not expect to be in operation before
<br />April or May, and that if the Village purchases a squad car, to
<br />either omit the radio at the present time or buy one tuned to
<br />their frequency (15l~.77) so the set can be put in operation as
<br />soon as their transmitter is finished.
<br />Governox's Letter xas read from Governor Orville L.Freeman regarding a
<br />letter re meet- meeting he had called for January 15, 1957, at 10:30 A.M. in
<br />ing on suburban the State Office Building Auditorium, of officials d~'om
<br />matters. municipalities xithin the Twin City Metropolitan area, to
<br /> discuss suburban problems.
<br />Bingo permit Letter of January 2, 1957, from Mr. Paul W. Larson, Manager,
<br /> St Paul Campus Union, University of Minnesota, xas read,
<br /> requesting authority on behalf of the St Paul Campus Union Board
<br /> of Governors to conduct a bingo game on the evening of Friday,
<br /> February 1, 1957, in the Student Union Social Center on the St Paul
<br /> Campus.. On the advice of our attorney (see page 516) regarding
<br /> state statubes permitting certain groups not organized for pecuniary
<br /> profit to operate the game of bingo, Utecht moved, seconded by
<br /> Stewart, that the Clerk write to Mr. Larson, stating that the
<br /> council has no ob~ec ipn to the St Paul Carpus Union Board of
<br />~
<br /> ~s~o~~ned in Mr. Carson's letter of January
<br />Governors conducting
<br /> 2nd. Motion carried unanimously.
<br />Proposed contract The Village attorney's letter of December 28, 1956, xas read
<br />for Sewer Engr. relative to the original proposal and proposed contract, both
<br />services dated December 26, 1956, submitted by Toltz, King, Duvall, Anderson
<br />and Associates, inc. Attorney Graham then read the proposed
<br />contract, and questions pertaining to resident supervision, arranging
<br />for payment when money was available under the bond issue, and
<br />resurfacing of the streets, xere discussed. It xas agreed that
<br />our attorney should ask Cdr. Steffes, of TKDA & Associates, to come
<br />in at 8:30 P.M. at our next meeting so that these and other sewer
<br />matters may be discussed with him.
<br />The Cl,e rk read a letter under date of January 5, 1957, xhich he
<br />xrote to Toltz, King, Duvall, Anderson and Associates at their
<br />request, for use as an introduction in those cases xhere it is
<br />necessary to determine the depth of abasement in a private home.
<br />Utecht moved that authorization of the letter as of January 5, 1957
<br />be approved. Seconded by Nilsen and motion carried unanimously.
