,, s <br />• DISPATCH CONSOLIDATION RESOLUTION <br />No. 2005-16 <br />City of Falcon Heights <br />October 12, 2005 <br />WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners authorized <br />the Ramsey County Manager to proceed with the design and construction of a County subsystem <br />backbone of a countywide Public Safety Communication System (PSCS)/800 MHz Interoperable <br />Communication System as a subsystem for the Metropolitan Radio Board's public safety <br />communication system; and <br />WHEREAS, On June 22, 2004, the Ramsey County Board of Commissioners authorized <br />the Ramsey County Manager to develop a preliminary design of a Ramsey County PSCS/800 <br />MHz PSAP/Dispatch Center that would be sized to allow for potential future countywide <br />dispatching for consideration by the County Board and the Policy Planning Committee; and <br />WHEREAS, On Apri126, 2005, the Ramsey County Board of Commissioners authorized <br />the Ramsey County Manager to represent the County Board in formal negotiations with the <br />independent PSAP/Dispatch Centers; and <br />• WHEREAS, On September 13, 2005, the Ramsey County Board of Commissioners <br />directed the County Manager to negotiate Agreements for dispatch center consolidation with <br />Ramsey County mumcipalities that include a provision for the County to provide dispatch <br />services to participating cities with 60% of the cost from the countywide tax levy and 40% based <br />on each city's calls, beginning 2007 and to return to the County Board on or before October 18, <br />2005, with the agreements so that dispatch center site development and dispatch console <br />reconfiguration can proceed as soon as possible; and <br />WHEREAS, On October 4, 2005, the Ramsey County Board of Commissioners <br />reaffirmed its September 13, 2005, action and further endorsed the following dispatch agreement <br />terms: <br />1. Call for Service means aComputer-Aided Dispatch (CAD) incident number that <br />originates from a 911 call. <br />2. Ten-year term (ending December 31, 2016). <br />3. First two years' costs based on the cost allocation sheets handed out at the September <br />1, 2005, meeting with Ramsey County municipalities. <br />4. Thereafter, rolling three-year average based on 60% on the levy and 40% on Calls for <br />Service. <br />5. 911 fees split 60% on the levy and 40% on Calls for Service. <br />Now, Therefore, Be It <br />RESOLVED, the Falcon Heights City Council supports the following Dispatch <br />• Agreement Terms proposed by the Ramsey County Board of Commissioners on October 4, <br />2005: <br />
