MINUTES <br />PLANNING COMMISSION MEETING <br />OCTOBER 5, 1981 <br />The meeting was called to order at 7:05 p.m. by Chairman Stefanson. Also <br />present were Olson, Mead, Labalestra, Wallin, Blomberg, Nilsen, Bourquin, <br />and Council Liaison Sandy Larson. Absent upon prior notice was Waldo. Be- <br />cause of the nature of the business to be heard at the meeting, the follow- <br />ing Councilmembers and City Officials were present: Mayor Warkentien, Helen <br />Brown, Ron Eggert, City Engineer Brad Lemberg, City Attorney David Allen, and <br />City Planner Carl Dale. <br />The first item heard was the request of Phil Meyers for information concern- <br />ing the ability to erect a 6-plex at 1899 W. Larpenteur, currently a 12,800 <br />square foot parcel. Commissionmember Labalestra pointed out the require- <br />ments of Zoning Ordinance 64, Section 8.4(3) which requires a minimum lot <br />size of 12,500 square feet and 2,000 square feet per 2 bedroom unit. <br />The next agenda item receiving attention was the Conditional Use Permit <br />request of Hewlett-Packard, 2025 W. Larpenteur, to enable them to develop <br />additional surface water ponding arrangements in the northeast corner of <br />their property. Engineer Lemberg distributed his comments on the proposed <br />construction plans in the form of a letter. Lemberg's review was generally <br />favorable if fencing were provided and some additional details. regarding <br />capacity. Hewlett-Packard desires construction to commence as soon as <br />possible. Don Hamilton and Scott Larkin both assured that fencing would be <br />provided. Final approval on the request was tabled until after the proposal <br />of American Shelter Corporation was explained. When it became clear that <br />American Shelter's proposals were only at the conceptual stages of planning, <br />a motion by Mead was duly made, seconded by Olson, and unanimously carried <br />that. Hewlett-Packard's request for Conditional Use Permit be recommended to <br />the City Council for approval upon satisfaction of the reservations express- <br />ed in Lemberg's opinion letter. <br />The next item of business was the request of American Shelter Corporation to <br />rezone the vacant land north and west of Hewlett-Packard to permit develop- <br />ment of town houses according to a concept plan presented at the meeting. <br />The presentation was made by Harold J. Westin and Associates. The concept <br />plan calls for up to 12 units per. acre to be owner occupied in the $90,000 <br />to $100,000 price range. Part of the site would be made available for a <br />City Hail and office/commercial buildings. All units will use state of the <br />art passive solar technology. Engineer Lemberg presented his comments on <br />the plan in the form of a second letter. American Shelter wants B1A zoning <br />for flexibility. Carl Dale was opposed to B1A on the grounds that such <br />flexibility could permit uses not desired or intended.- Nilsen expressed <br />great concern about street planning to prevent "trapping" of residents due <br />to singular routes of ingress and egress. American Shelter's planning <br />provides for 2 to 4 points of street access. Lemberg felt the concept was <br />an ideal .type of development for the site, assuming important details could <br />be worked out satisfactorily. Carl Dale agreed generally with Lemberg's <br />comments but felt the proposed density was too high, BiA zoning was not <br />recommended, PUD zoning was appropriate, larger scale drawings were need- <br />ed for proper evlauation and further study was needed. concerning vehicular <br />and pedestrian movement. Upon motion by Bourquin, seconded by Labalestra, <br />the following action was unanimously recommended: <br />1. That the request for B1A rezoning be rejected. <br />2. That Carl Dale put his comments in writing concerning PUD language <br />for American Shelter's project and provide those comments to American <br />Shelter, the Planning Commission and the City Council. <br />
