• <br />• <br />• <br />MINUTES <br />PLANNING COMNILSSION MEETING <br />DECEMBER 5, 1983 <br />The Planning Conrtnission meeting was called to order at 7:00 P.M. by <br />Chairman Al Stefanson. <br />Stefanson, Olson, Chenoweth, Nilsen, Wallin, Mead and Bourquin. Also <br />present was Council Liaison Ciernia. <br />Geistfeld and Brown. <br />The November 7 Minutes were discussed. There being no additions or <br />corrections, Don Mead moved, seconded by Erma Olson, to approve the <br />Minutes as presented. Motion carried unanimously. <br />Mike Labalestra, Lido Cafe, presented information on Heir proposed <br />expansion. He stated they purpose to expand on the west side of <br />their building by 3,000 square feet to build a green-house type <br />lounge and a deli-type grocery operation. Mr. Labalestra also <br />proposed the possibility of purchasing the George Croft property to <br />the north for a parking lot. This would require rezoning. The <br />Planning Commission supported the expansion concept but felt the <br />impact on the neighborhood needed to be carefully addressed. <br />Bob Collins, representing Bullseye Golf Centers, Inc., presented a <br />preliminary drawing of a proposed building on their eight lots <br />provided it can be accomplished with the assistance of industrial <br />revenue bonds and,/or tax increment financing. The proposed building <br />would consist of 110,000 square feet and construction would cost <br />approximately $2,000,000. Mr. Collins explained that the current <br />zoning ordinance requires 115 parking spaces without considering the <br />change for compact cars while the plan indicates 92 parking spaces -- <br />ten of which are located on the state right-of -way. Councilme:nber <br />Ciernia informed the Planning Commission that Council had suggested the <br />use of communal parking in the central business district and that <br />the matter would be given further consideration. <br />PRESENT <br />ABSENT <br />NOVENIDER 7TH <br />MINUTES <br />APPROVED <br />LIDO <br />CAFE <br />EXPANSION <br />LARPENTEUR/ <br />SNELLTNG <br />DEVELOPMENT <br />Mr. Collins informed the Planning Commission that Bullseye Golf Centers, <br />Inc. had been approached by the First Bank with an interest in locating <br />a drive-in bank in their facility. He presented a drawing indicating <br />the bank location and the traffic flow patterns. To include this type <br />of facility would mean the acquisition of the land owned by the gas <br />station and the house located next to the liquor store. After considerable <br />discussion regarding the traffic that would be generated that would <br />cause increased traffic in the residential area, the Planning Commission <br />we~zt on record in opposition of a facility of this nature on the northeast <br />corner of Larpenteur and Snelling. <br />Jerry Wallin departed at 7:55 P.M. <br />
