MINUTES <br />PLANNING COMMISSION MEETING <br />APRIL 2, 1984 <br />Vice Chairperson Erma Olson called the meeting of the Planning Commission to <br />• order at 7:30 p.m. <br />Black, Grittner, Nilsen, Olson, Trent-Sullivan, and Wallin. Also present PRESENT <br />was Council Liaison Chestovich. Chenoweth, Mead and Stefanson were absent. ABSENT <br />Jerry Wallin commented on the last paragraph of page one of the March 5th <br />minutes. He felt it indicated criticism of the City Council which was <br />not the intent. The intent was to move the developer along. Don Grittner <br />then moved, seconded by Jerry Wallin, that the minutes be approved. Motion <br />carried unanimously. <br />The Commission reviewed a variance request from Robert Nicholson and VARIANCE FOR <br />Arnold Holmquist to construct a home on the corner of Ruggles and NEW HOME AT <br />Hamline with the set-back from Ruggles approximately 18 feet from the RUGGLES & <br />property line. Mr. Nicholson explained that they desired to place the HAMT,INE- R. <br />garage and driveway exiting on Ruggles for convenience and safety. Follow- NICHOLSON & <br />ing a short discussion, Harold Nilsen moved, seconded by Deborah Trent- A. HOLMQUIST <br />Sullivan, that the variance be granted as proposed. Motion carried <br />unanimously. <br />A long discussion was held regarding the variance request from Robert VARIANCE <br />Eha, 1865 Simpson (which was deferred from the March 5th meeting). Mr. R. EHA, 1865 <br />Eha explained that he was requesting the variance in order that his SIMPSON <br />garage and driveway would be in conformance with others in his neighbor- <br />hood. Erma Olson presented the information requested at the last meeting <br />• as follows: The tree is on Mr. Eha's property, the strip of land in <br />question is a vacated alley, and the drain is part of the storm sewer <br />system. Clerk Administrator Barnes recommended that the garage be placed <br />at least two feet from the drain area. Some concerns raised by Commission <br />Members were; the short driveway would require parking on-the boulevard <br />area-which is in violation of the zoning ordinance, it would present a <br />problem if sidewalks were to be constructed;, and it would set a precedent <br />for others. The Commission concurred that they did not object to the <br />2 foot setback from the rear lot, but felt that it might be wise to <br />have futher measurements regarding the distance of the existing house <br />from the side lot line. David Black moved, seconded by Jerry Wallin, <br />that Mr. Eha be permitted to construct the garage within 2 feet of the <br />rear lot line. Motion carried unanimously. <br />Further discussion ensued regarding the distance of the and proposed <br />garage from Ruggles, after which Jerry Wallin moved, seconded by Deborah <br />Trent-Sullivan, that the variance be granted as requested with the con- <br />dition that it is in harmony with the neighborhood-and that it will not <br />create a traffic hazard. Upon a vote being taken the following voted in <br />favor thereof: Grittner, Nilsen, Olson, Trent-Sullivan, and Wallin, and <br />the following voted against the same: None. Black abstained. Motion <br />carried. <br />The Commission discussed the lack of pertinent information on some <br />variances and suggested that a list of requirements be drafted which <br />could be presented to persons requesting variances. <br />i A variance request from Lowell Lundy, 1853 Moore, to place a three VARIANCE <br />season porch one to three feet nearer-the lot line than required by L.
