• MINUTES <br />PLANNING COMMISSION MEETING <br />APRIL 1, 1985 <br />The Planning Commission meeting was called to order at 7:00 P.M. <br />by Chairman Al Stefanson. <br />Stefanson, Northrup, Grittner, Olson, Wallin, Mead, Trent-Sullivan <br />and Finegan. <br />Black. <br />Stefanson welcomed new Planning Commission member Ed Finegan. <br />PRESENT <br />ABSENT <br />FINEGAN - NEW <br />MEMBER <br />Member Wallin moved, seconded by Member Olson to approve the March <br />11, 1985 Minutes as corrected. (Page 1, Paragraph 8, after the first sentence <br />add the following: Further, with a sizeable and costly expansion-- MARCH 11 <br />approximately $30,000, this could be a major problem later, if parking MINUTES <br />and traffic problems arise. The City would have a difficult time term- APPROVED AS <br />inating the variances granted after allowing such a large investment to AMENDED <br />take place based upon granting of these variances.) Motion carried unanimously. <br />Mr. Wayne Wood, 809 Iglehart, St. Paul, MN requested a variance to construct <br />a covered walk inside the 30 foot setback of Roselawn Avenue. Discussion WAYNE WOOD <br />ensued as to whether the house could be rearranged on the lot to move the VARIANCE <br />home either closer to Hamline Avenue or Roselawn Avenue to allow more rear APPROVED AT <br />yard space. Stefanson and Mead felt that the new .construction should be 1913 NORTH <br />kept in line with the present homes on Hamline Avenue and no variance could HAMLINE <br />be allowed. After a further discussion regarding the proposed reconstruction <br />of Roselawn in the future as well as the location of the home behind the <br />Hamline lot, Member Mead moved, seconded by Finegan, to approve the <br />variance request for construction of a covered walkway on the north side <br />of the home to be constructed at 1913 North Hamline approximately 25 feet <br />from the property line. Upon a vote being taken, the motion carried <br />unanimously. <br />Member Stefanson reviewed the B-2 zoning requirements and the location of OFF-SALE <br />B-2 property within the City. After a discussion, Member Mead moved LIQUOR <br />to add "Off-Sale" liquor as a conditional use in a B-2 district. Olson AS CONDITIONAL <br />seconded the motion. Upon a vote being taken, the motion was approved USE <br />unanimously. <br />Member Stefanson then reviewed other amendments to the Zoning Code as AMENDMENTS <br />follows: (1) Part 10, 9-10.01, Subdivision 1 ii, should be amended TO ZONING <br />to read: Radio, television, electronic equipment, and audio-visual ORDINANCE <br />equipment supply and repair; (2) Subd. 1, add Barber Shops/Beauty Shops/ <br />Tanning Salons (which was inadvertently left off by the word processor); <br />and (3) Chapter 9-4.01, Subd. 5(g) One (1) family homes may utilize the <br />public right-of-way for loading and unloading of furniture, moving trucks <br />and other common and customary activities associated with residential <br />• use excluding service and repair of vehicles except for the changing of <br />
