MI;dUTES <br />PLANNING COMMISSION FETING <br />February 2, 1987 <br />Chairman Black called the Planning Commission meeting to order at <br />7:30 P.M. <br />Black, Boche, Mead, Grittner, Nestingen, Daykin and Northrop. PRESENT <br />Also present was Council Liaison Wallin. <br />Finegan and Duncan. ABSENT <br />Boche moved, seconded by Nestingen, approval of the December 1, 1986, MINUTES <br />Minutes as presented. Motion carried unanimously. APPROVED <br />Edward C. Kubes, 1877 Holton, requested a variance to expand his garage VARIANCE <br />to one foot from the lot line. He presently has a single garage with ED KUBES, <br />a double driveway which has been existance since he purchased the home 1877 HOLTON <br />fifteen years ago. Mr. Kubes presented a letter from his neighbors, the GRANTED <br />Kroegers, who have no objection to the addition. Mead advised that the <br />measurements taken from the structure include the overhang so in <br />essence he is requesting a zero lot line variance. After a discussion <br />concerning water run-off, Mead moved, seconded by Grittner, approval <br />of the variance with the condition that rain gutters be required on the <br />garage structure with water draining toward the front of the property. <br />Motion was unanimously approved. <br />George W. Nielson, 1795 Fry, requested a subdivision of his property and GEORGE W. <br />presented the survey recently complete d. He advised that as subdivided NIELSON, <br />he has a purchaser interested in Lot B with a home to be located on the 1795 FRY, <br />front of the lot and tennis courts and pool on the back of the lot. Lot SUBDIVISION <br />A will be sold in the future, probably next year. The driveway will remain REQUEST <br />a private drive with the owner of Lot C (Mr. Nielson) retaining ownership APPROVED <br />but will provide ingress and egress to the prospective purchasers. <br />After discussion, Council Liaison Wallin felt four possible easements <br />necessary. They are: utility easement, driveway encroachment easement <br />(without this easement, difficulty will be encountered in providing clear <br />title), driveway access easement, and repair easement. Mr. Nielson indicated <br />he would be happy to furnish these easements after consulting with his <br />attorney. <br />After a discussion concerning the location of utilities, difficulty in <br />selling the lots without easements in place, location of homes on lot-- <br />should they face Fry Street or the private driveway (Nielson prefers they <br />face the private driveway), Mead moved, seconded by Nestingen, to approve <br />the subdivision request subject to city approved utility and access easements <br />and prior to the sale of Lot A, the utility easement needs to be in place. <br />• Upon a vote being taken, the following voted in favor thereof: Black, Mead, <br />Grittner, Nestingen, Daykin and Northrop, and the following voted against the <br />same: None. Boche abstained, (Boche as a resident living on Fry Street <br />prefers the home when constructed face Fry Street instead of the private <br />driveway. <br />
