• MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />MARCH 7, 1988 <br />Chairperson Black called the meeting to order at 7:30 P.M. <br />Black, Boche, Daykin, Finegan, Nestingen, Carroll, and Barry. Also present PRESENT <br />was Council Liaison Wallin. <br />Grittner and Duncan. ABSENT <br />Boche moved, seconded by Nestingen, to approve the February 1, 1988 Planning FEB. 1, 88 <br />Commission Minutes as presented. Motion carried unanimously. AGENDA <br /> APPROVED <br />Victoria Mikelonis, 2216 Folwell, requested a variance for an addition <br />to the second story of her residence (present structure is 6.25 feet from VARIANCE <br />northwest corner of lot and 4.61 feet from southwest corner). She VICTORIA <br />advised that the present home has a flat roof, which is in need of MIKELONIS, <br />replacement at a cost of between $8000 to $10,000. The present roof 2216 <br />is leaking. Ms. Mikelonis also needs additional space. She feels the FOLWELL <br />addition will enhance the value of her home, remedy current problems <br />with existing roof and solve space problems. The current design is a <br />compromise design as she was concerned about her neighbors and the height <br />of the house--the hip roof will slant in such a way to keep away from <br />intruding on her neighbors. She has contacted several contractors who <br />• <br />advised the present plan is the best design. She also contracted with <br />a Registered Landscape Architect to determine the impact of the light <br />level on her neighbors (letter on file in the office of the Clerk <br />Administrator dated March 7, 1988). Additional pictures showing water <br />damage, summer folage (showing mature trees) and a petition from some <br />neighbors voicing no objections were also presented. <br />Edwin Menze, 2222 Folwell, advised that he deeply resents being forced EDWIN <br />into a situation at the age of 80 where he has to defend his home. He MENZE, <br />stated the Mikelonis home already encroached on his lot; the University 2222 <br />of Minnesota rules and procedures require eight foot setbacks for height; FOLWELL <br />and light, sun and air space should be considered. His landscaping will <br />be negatively affected and the addition of a second story on the Mikelonis <br />home will imperil the resale value of his home because it will greatly <br />magnify the crowded condition that will exist. <br />Robert Holloway, 2208 Folwell, support Mr. Menze's presentation that the ROBERT <br />homes will be too close together but his main objection is that his view HOLLOWAY, <br />will be obstructed. It will also affect the light he presently enjoys. 2008 <br />FOLWELL <br />Howard Morris, 1587 Burton, stated that the University of Minnesota would <br />not allow him to build a 1-1/2 or 2 story home during his building process HOWARD <br />and feels if he was not allowed to build in that fashion then, it should MORRIS, <br />not be allowed now. He is concerned that his view will be obstructed--it 1587 <br />• will destroy the feeling and sense of openness of the University Grove BURTON <br />(air space/sky space). <br />
