Council <br />Liaison Wallin was also present. <br />Nestingen. <br />The conditional use request for establishment of a pool hall in a B-2 district APPROVED <br />was moved down on the agenda due to the fact that no one was in attendance. <br />PRESENT <br />ABSENT <br />Barry moved, seconded by Daykin, to approve the July 11, 1988, Planning Commission <br />Minutes as presented. Motion carried unanimously. 7/11/88 <br />MINUTES <br />Helen Verbrugge, 1666 Coffman, presented the resident's request for a "one <br />hour parking" zone on the east side of Coffman and issuance of resident parking <br />permits. She advised that 1666 Coffman has 90+ units with 90 underground <br />parking spaces and 53 above ground parking spaces for their residents. They <br />are encountering University of Minnesota students parking all day on the east <br />side of Coffman which is an area that the residents of 1666 Coffman desire <br />to use as they live on the west side of the building and find parking on the <br />street closer and more convenient for themselves, guests and family. <br />Carroll advised that as a resident of the University Grove area she was of <br />the opinion that the issue is more complex. She then advised that she had <br />contacted the President of the Grove Association regarding a total review of <br />the present parking practices in the Grove with the inclusion of the 1666 <br />Coffman residents to develop a uniform parking scheme. <br />Boche arrived at 7:45 P.M. <br />Ted and Jean Watson, 1666 Coffman, advised that they have lived in the building <br />for two years. Since there are only so many dedicated parking spaces for <br />residents, they were of the opinion that if they were allowed to park on <br />Coffman it would alleviate some parking problems. The area is more convenient <br />for their guests and family. University of Minnesota students have caused <br />the majority of the problems of not being able to park on Coffman during <br />the school year and they should be made to use available parking on University <br />property. <br />PARKING <br />REQUEST <br />1666 <br />COFFMAN <br />HELEN <br />VERBRUGGE <br />CARROLL <br />BOCHE <br />ARRIVES <br />TED AND <br />JEAN <br />WATSON <br />Carroll moved to table the issue until the next Planning Commission meeting and CARROLL <br />if no action is taken by the Grove Association by the next meeting, the Commission <br />should approve such parking request. Motion died for a lack of a second. <br />Discussion then ensued as to whether to move ahead with the Coffman request <br />or allow more time for the issue to be discussed with the Grove Association. <br />BEULAH <br />Beulah Hebbel, 1666 Coffman, informed that she was in favor of a parking permit HEBBEL <br />
