MINUTES <br />PLANNING COMMISSION MINUTES <br />JUNE 5, 1989 <br />• Vice-Chair Finegan called the meeting to order at 7:30 P.M. <br />Barry, Boche, Carroll, Daykin, Duncan, Finegan, and Grittner. PRESENT <br />Also present was Council Liaison Wallin, Administrator Wiessner <br />and Planner Malloy. <br />Nestingan and Carroll. `a'BS~ <br />Barry moved, seconded by Boche, to approve the May 1, 1989 5/1/89 <br />Planning Commission Minutes as pre sented. Motion carried MINUTES <br />APPROVED <br />unanimously. <br />Vice-Chair Finegan announced that the Publi c Hearing on OFF-SALE <br />the request for a Conditional Use Permit to establish an LIQUOR STORE <br />"Off-Sale" retail liquor store in Bullseye Center was withdrawn. COND. USE <br />No hearing will be needed. WITHDRAWN <br />Thomas G. Johnson, 1836 Moore, requested a Permitted Accessory. THOMAS G. <br />Use, to construct a Gazebo on his property. He advised JOHNSON, <br />neighbors have voiced no objections. Mr. Johnson then reviewed 1836 MOORE <br />construction plans. After a short discussion on height, PERMITTED <br />location and construction materials, the Permitted Accessory ACCESSORY USE <br />Use was approved unanimously. APPROVED <br />• Wayne L. Gladfelter, 1754 Arona, requested a Permitted Accessory <br />Use, to construct a Gazebo on his property. He reviewed <br />the construction and placement. Duncan moved, seconded <br />by Barry, to approve the Permitted Accessory Use, which <br />was unanimously approved. <br />As requested by Council, the Planning Commission reconsidered <br />setback requirements for corner lots. Wallin reviewed the <br />reasoning behind Councilmembers concerns that they should <br />be addressed differently than proposed. <br /> <br />Chairman Black arrived at 8:00 P.M. <br />Discussion ensued regarding the proposed language on the <br />use of conditional use process so that it would not become <br />a burden to the property owners, potential safety hazards, <br />adoption of a dual rate structure for commercial vs. residential <br />conditional use requests and how should the section be worded <br />to accomplish the best results. <br />Grittner was of the opinion that applying a conditional <br />use in these instances was not appropriate.
