• <br />• <br />MINUTES <br />REGULAR PLANNING COMMISSION MEETING <br />SEPTEMBER 11, 1989 <br />Chairman Black called the meeting to order at 7:30 P.M. <br />Barry, Black, Boche, Daykin, Duncan, Finegan and Nestingen. Also <br />present was Council Liaison Wa]_lin and Planner Susan Hoyt Taff. <br />Carroll and Grittner <br />PRESENT <br />ABSENT <br />Boche moved, seconded by Barry, approval of the August 7, 1989 8/7/89 <br />Planning Commission Minutes as presented. Motion carried unanimously. <br />MINUTES <br />Susan Hoyt Taff explained her August 29th draft of the compost APPROVED <br />related ordinance revisions as we]_1 as the September 11th revisions. <br />She advised that the Solid Waste Commission had reviewed such ordinance <br />revisions and agreed with the suggested changes. COMPOST <br />Chairman Black interrupted discussion and opened the Public Hearing PUBLIC <br />on amendments to the Swimming Pool Ordinance, Section 9-14.02 of HEARING <br />the City Code at 7:45 P.M. There .being no one wishing to be heard, SWIMMING <br />he recessed the public hearing and continued the discussion on POOL <br />composting. ORDIN. <br />Discussion centered on several issues: size of the compost COMPOST <br />area/structure, whether a structure should be required in all cases, <br />placement on the lot, how enforcement should be handled and by <br />whom, whether compost has to be generated on the property, and <br />more specific language as to what is accepted composting practices <br />and how should they be referenced. <br />Boche moved, seconded by Finegan, to following changes proposed CHANGES <br />to the nuisance and zoning code: Section 8-J.O1, Subd. 2, remove TO CITY <br />the wording "generated on the property"; Section 9-4.01, Subd. CODE <br />3(k), remove the wording "generated on the property" and remove ON <br />the wording "by five (5) feet in length by five (5) in width" and COMPOST <br />substitute "and not cover more than twenty-five (25) square feet"; AREA/ <br />Section 9-2.04, Subd. 1(k), remove-the wording "by five (5) feet STRUC- <br />in length by five (5) feet in width'° and substitute "and not cover TUBE <br />more than twenty-five (25) square feet". Upon a vote being taken, <br />the following voted in favor thereof: B1_ack, Boche, Daykin, Duncan, <br />Finegan and Nestingen, and the following voted against the same: <br />Barry. Carroll and Grittner were absent. Motion approved. <br />Finegan moved, seconded by Boche, to strike the proposed language <br />in Section 8-1.01, Subd. 2, '°When necessary, the University of <br />Miinnesota Extension Service will be consulted in enforcing this <br />regulation.'° and add the following language to the previous sentence, <br />• which sentence should read as follows: "The compost must be maintained <br />according to accepted composting practices for the residential <br />
